Puerto Rico is in many ways like a Third World country. It didn't surprise me when I found out that there isn't an online sex offender registry. But , what can be expected from a country that's been a parasite of the US for over 100 years? Puerto Rico's economy relies over 90% on Federal aid. Sadly, programs like a national registry comes second to food stamps and welfare.

In April of 2005, I contacted police to find out how to identify local convicted predators, they told me by Federal Law the website needed to be done by May 05, it's not Feb 06 and where is it? A blank page , is this it?I know a creep when I see one, but what am I suppose to do, make a citizens arrest?

I agree that it is a shame that Puetro Rico does not have a sex offender registry. What I do not agree with is why attack the island of Puerto Rico and it's people. Instead of spitting out hateful and stupid comments why don't you unite your voice to millions of others that may want to see a Registry be established in the beautiful island that is Puetro Rico. Beautiful people and last time I checked we were not considered a parasite. Read a history book and check the facts out so the next time you have some facts to back up your mouths.

Here is a fact for ignorant Ely. The aid that Puerto Rico receives from the US is peanuts in comparison to what the US receives in return from Puerto Rico. With all the pharmaceuticals and other US businesses that are establishes and flurishing here we are like a little cash machine for the US. What the US gives they receive back from Puerto Rico 3 times over. Besides I would be so quick to insult PR when the US economy is going straight down the toilet. Besides what does your comment have to do with this site anyway. What is important is finding out what we can do to make sure the govt in PR gets this registry up and running with an actual list of offenders.

Well, where to start? Puerto Rico needs a sex offender register. What area, territory, commonwealth, state, possession, or country does not? As to the status of Puerto Rico, it is a commonwealth and as such the US citizens (all Puerto Ricans) do not pay Federal Tax but do pay Federal unemployment, disability, Social Security etc. In addition, law 936 for many years was tantamount to Puerto Rico tax corporate welfare for US corporations doing business in puerto Rico.... these businesses DO pay Federal taxes in their headquarter states. Corporations in Puerto Rico have the highest productivity rate per employee compared to ANYWHERE in the world. In addition, there is the strategic value of the US presence in the Caribbean with respect to the war on drugs.



Please remember, hate, ignorance and prejuduce serve no purpose whatsoever. What we ALL need is more tolerance, education and understanding.

I have reason to believe that a member of my family is unfortunately a sex offender. I would like to see if that person has ever been arrested for a sex crime in Puerto Rico, if they are registered as a sex offender in Puerto Rico. I need to know this in order to protect this person from possibly harming my kids. If there is no ONLINE registry, is there a place I can write to with the person's name and town to see if that person is registered as a sex offender on the island? I find the comments by Ely to be very stupid and misinformed and an obvious distraction from the actual topic of the site. I would like to step out of Ely's "race war" and focus on a more realistic issue which is what people like myself can do to protect their families from sexual predators. I note that many sex offenders from the U.S. who are NOT of Puerto Rican descent go to Puerto Rico and other countries in order to escape the law because they know things operate a little differently on the island and that it may be hard for law enforcement officials to find them or extradite them back to the U.S. Mainland. In which case the only "parasites" are those non-Puerto Rican American citizens who use Puerto Rico as a shield from the law and who victimize children on our beautiful island (which by the way is more like a major city of the U.S. than it is like a third world country, if Ely had ever been there he or she would have seen that).

The problem with Puerto Rico is that everything turns into an sterile political issue.



This mentality which includes the press and religious organizations has helped to cover up the sexual predators and although this past year 6 catholic priests were accussed of sexual abuse the press did not do any investigative journalism nor the government entities did any work.



The only people that work hard were the district attorneys but they were working alone.



As long as everything in PR is connected to its politics, status and corruption in all the branches of government we will never progress.

I invite you to come visit us some time and see that the Tainos no longer walk around naked or in "tapa rabos" and we have Burger Kings and Wendy's. And yes I do believe we should have Sex Offenders Registry but don't throw dirt on the good people of this island. Puerto Rico is one of the most beautiful places in the world. I am extremely saddened that sexual predators are not listed. My family and I are experiencing a terrible situation right now. due to the fact the authorities in Puerto Rico do not closely watch these parasites on society. Parole officers need to keep closer tabs on these criminals. Puerto Rico means the world to me but right now I have no faith in their legal system.

The website given before states that it is the sex offender website for P.R. but there is nothing there. You click on the link and get a page of conditions to accept. Accept those conditions and it just re-opens the same page. Maybe something is coming or the system is down but as of now the link leads nowhere.

Dave, I suggest you try again, and after you accept the terms there's a page with blank spaces to fill in name, address, or whatever information you know about a suspect or just put in the town. I used it for Arecibo, and found out that I had been living close to 3 offenders. Even though I moved to Manati, my kids still go to the same school in that neighborhood. I showed them the pictures of the three offenders and told them to avoid this people and in case they were approched to "run like a bat out of hell" and look for help. I am glad we have this resource in the island.

I agree that we need a list of offenders on line but apparently we also need to have a historical/political website to erradicate ignorance and prejudice against an island invaded and controlled by the United States since 1898. Anyway, this webpage SHOULD be about ways to protect our children from abusers not a posterboard for bigotry .

Am livng in P.R .and thet me just tell you guys something this island sucks.People here are so close minded and as I called them personas que son "Mente de Pollos" . They only think about getting paid and drinking on the weekends. They are approxitmently 4 millione people living in puerto rico right and we spent in a year 800 millione dollares in alcochol so basically were just becoming parasites in movement Did you know that every 5 mintues a child is sexual molested in this island que es 100 x 35.

Puerto Rico is a territory not a colony. They have the right to vote for independence or statehood, a colony does not. The people always vote to remain a territory (Popular/commonwealth) because they don't want to be responsible for themselves. They do not trust themselves either, only 2 to 5% of the population want independence. The United States can not permit that such a tiny percent of the population dictate to the other 95%.

Another example of how Puerto Rico is a territory and not a colony is the fact that a colony supports the mother country. That is that all the goods and money go to the mother country without any self governing rights to the population. A territory is supported by the mother country (reverse of colony)with goods and money (billions in Puerto Ricos case) sent to the domain and is allowed to govern itself. Therefore Puerto Rico is a territory not a colony and remains as such because the people want it that way, they continuely vote to remain a territory (Commonwealth).

You all are fueding over sex offender registries and some people's ignorance or hateful lives. The point is that The sex offender registries are tools to keep you people busy and to feel your kids are being protected. Smart politicians and shrewed media houses are only exploiting your emotions. There is no research to date that suggests that the sex offender registries protect anyone. 95% of kids are molested by their dads (or step dads), mother's boy friends, uncles, family friends, coaches, teachers and other close and trusted people. Your children are more in danger when they are in their bedrooms than from the strangers on the registries.



The only thing is that the stranger-inflicted cases are often sensationalized and the politicians and media fool people into believing that these cases that are less 5% of all sex offenses, are typical. As people become more educated about the facts, this hysteria will die down. Moreover, contrary to how the masses have been fooled, most sex offenders do not repeat their crimes compared with other offenders. If you doubt me, check US Bereau of Justice Statistics which says "Sex offenders were less likely than non-sex offenders to be rearrested for any offense –– 43 percent of sex offenders versus 68 percent of non-sex offenders. " Check it out on http://www.ojp.usdoj.gov/bjs/crimoff.htm under Rescidivsm.



I can provide you with hundreds of study by the Government itself and many experts showing that this whole sex offender registration thing is just playing on people's emotions, but some citizens are too sophisticated to be fooled. I have read many comments, defending Puerto Rico's present status. Puerto Rico is a Common Wealth and, as such has certain conditions that apply only to Puerto Rico. For those of you that say that certain people should become more educated, we all should learn more about this island's past, present and potential future. Puerto Rico was a strategic holding for the US (at one time). It provided an ideal location for a Naval base to protect the Mona passage (access to the Panama canal). It also provided unique training facilities for the Navy (vieques). Obviously, none of this applies anymore. The reason Pharmaceutical companies have flocked to PR is for their own economic benefit, no other reason (certain tax status exemptions). Puerto Rico is a strategic location for drug traffickers, unfortunately to much the benefit of the same traffickers. PR is a beautiful island, but is unfortunately fraught with problems such as extremely high violent crime, excessive public corruption, ineffective law enforcement, and excessive taxation by the government (for those who pay taxes). Puerto Ricans do not pay federal taxes. That's not to say that Puerto Ricans are not nice people, they are just exempt. The above are facts. As a matter of opinion, PR needs to either become a State, or become independent. Some argue that PR does produces a positive net worth for the US, I think you should check your facts: There are more public housing projects in PR that anywhere in the country (fact). The US taxpayers invest nearly 24 billion a year into the island (estimated). The fact that there is nothing on the sex offender page should really not surprise any of us, let's report this and get them to do something about it!

Just an outside comment. It seems to me like Puerto Rice is suffering from an image problem. I hear about high crime statistics and ask myself "would I take my family there on vaction". Therein lies the dilemma. The advertisments on TV show the beautiful beaches and extoll "Discover Puerto Rico". Also a+ that a vacation there is not going to break my bank. Yet in the back of my mind the elevated level of crime is an issue. Until Puerto Rico can break free of this image- real or imagined, the tourist industry there will continue to wither. Now if that is not an issue, ask the Virgin Islands, Dominican Republic, Ireland and the like how important tourism is to them. You can tell me day and night how beautiful the island is, how wonderful the people, but if I don't feel secure, I will not spend my money there. And yes, now I will get the counter arguement about the fact that no place is truly secure. And I would agree with that. However, there are a lot of vacation destinations more secure than Puerto Rico- and that is probably where we will go along with our $. I think until the perception changes that the people of Puerto Rico are united in their struggle against crime, until real progress in made and the crime statistics fall and this can be promoted and extolled to prospective tourists, the outlook for tourism revenue is bleak.

I have lived in PR for a few years and I Hate it . We're only here because we are building LOW INCOME housing for the Puerto Rican government. My husband is Puerto Rican, as well as my kids, and unfortunately, my children will never know their true culture because of the governments ignorence on this island. IT IS A SLUM HOLE COMPLETELY FULL OF GHETTOS, CRIME, DRUGS, DRUNKS, HOMELESS, METH-ADDICTS and POVERTY....ON EVERY CORNER...Not in just the"bad areas" And it is only getting worse. NO-ONE can deny this. If you ever actually lived in Puerto Rico, then you know EXACTLY what I'm talking about. The saddest part is that my husband was born and raised on the island, and thinks it is so horrible, that he doesn't even want our children brought up here. I GUARANTEE that EVERYONE leaving comments saying how great Puerto Rico is, doesn't have their kids in a public school system,...do you? Unfortunately, the only ones who have their children in the public school systems are families that don't make enough money to put them in private institutions. Teachers sho up for work when they 'feel like it', and if they don;t show up, class is out for that day, and Kindergareteners are walkign busy streets ALONE! This is EXACTLY why we NEED a Puert Rico sex offender registry!

I appreciate everyones pride in their so called "Isla del encanto" but you all are only fooling yoursleves and in denial because you are letting your PRIDEget in the way...That's all it is. My husband would tell you the same...and HEs Puerto Rican..Stop making excuses for this slum hole of an island, and do something to make it a better place!

The registry needs to be updated ASAP! Names aren't very good without pictures, and about half of the registry is missing photos! What can we do about this? I want to be able to VISUALLY IDENTIFY who the sexual offenders are in my area. I want to post their pictures around the neighborhoods, schools and post offices to get more awareness out there to our families and children. Any ideas how to get the registry to be more strict and attach photos to the names?

I must aslo say that Eli is pretty naive to the island. As bad as PR is, and as mush as I don't like living here in PR, I must say that PR is not a "3rd world country". If the government could straighten up their act and start thinking about the people first, rather than themselves, PR has a pretty good potential of becoming a better and safer environment. The main problem is that the government is too intimadating, and a majority of the people in PR depend on the government for some sort of assistance, which in return makes them afraid to make any changes. I just wish the Puerto ricans on here would stop wasting their energy on bashing the naive people from the states or from wherever they come from and take their pride and energy out on the government. 1 person can make a difference!

The fact is more murders occur in Puerto Rico than anywhere in the mainland U.S., according to the Federal Bureau of Investigation. To the second comment from "PuertoRican"...You're a Puerto Rican and don't even know your own history! The main reason the US hasn't given Puerto Rico it's independence is due to the votes on the plebicide. Every time they hold a plebicide, only 4% of the voters which are ALL Puerto Rican, (since they are the only ones allowed to vote on this bill) vote for independence. The rest of the votes are divided into 2 groups of people, half claiming they want state hood, and half claiming they want to remain commonwealth. This has been going on for many years, and the results are always the same. Neither government can make a reasonable decision when 2 groups are so closely divided.



Friendly tip from a North American: The bill is being resubmitted this year. IF you want to do something about it, how about vote this time around. Since most of you probably don't know what a 'plebicide' is, it would be a good idea to do some research, and really let your voice be heard in the right places, rather than make fun of the North Americans who seem to know more about your own history then you do!

I am Puerto Rican and love my island, but it's true, people can't live there anymore.My brother visited just recently and I asked him if he liked it, he said yes, but not to live. He saw alot of homeless people asking for money in every corner and the roads , as usual, full of holes.I went last christmas and the one before and the airport smelled horrible.On the good side= CHRISTMAS is always better over there than here in the US , the people are friendly , the malls are just like in the US , we have the biggest stadium in the caribean and old san juan is beautiful.It's a shame that the crime rate is so high because PR has lots of good potential.We need people that want to work instead of partying so much and a government who actually wants to help people. I , as a young parent, can't raise my daughter in PR , but would love to.I pray that things change for the better also knowing that the people I know and love c an once again be proud of being BORICUAS . Please don't take this as an insult because I understand there's lots of great people in the island including my friends and family. We just need to raise our voices!!

Puerto Rico is a US protectorate, not a parasite. It is its own country, with its own culture. Just because they have no registry does not make them third world. Do you have the stats on how many people here in the US are on public assistance? Do you know why they are? Do you know the percentage of people on assistance both in the US and PR who qualify as the working poor? And do you know why? Turn your eyes toward our government who consistently work toward the welfare of the upper 1 percent and ignore the rest. How dare you make such derogatroy comments when it is obviously difficult for you to walk upright like the rest of us, let alone put a sentence together. Are you writing from a computer at the library, or did mommy let you use hers? Try educating yourself before you open your mouth. Puerto Rico is not a third world country, but its very close to been a third world country. The government is one of the principal job providers which is not good. Public services like education, health services, roads are deficient and our primary attractive like beaches are not well preserved. Taxes are extremly high for the middle-high salararied workforce and we receive almost nothing back from the government, low income salaried employees pay a small amount of taxes and the self-employed beat the system and pay little or no taxes and the government does very, very little to prosecute or go after them. Politics act in their own personal

best interest. Federal funds are missused. This is the picture of an almost third world country. Regarding a registry of sex offenders I will check the site mentioned above but more aggresive jail terms should be impossed, but because of the overcrowed jails they are released after a deficient evaluation. Also, and I know this is not the issue, but death penalty should be approved for hard core criminals. Politics say that this is not "our way" but that's only to portray an image of god fearing people which is a lot of crap. If the government starts programs to train people (and not be afraid to lose fed funds), and concentrate on the basics which are health, protection, education, justice system, infra-structure, natural resources and tourism things would start getting better. Puertorricans are friendly but sometimes we think we deserve everything. We have to work for it.

And also for your information everytime a sex offender move near to a new neighborhood or a new town the neighbors are notified by the police... that's the law in Puerto Rico and a few other states (Megan's Law)

I have to travel back and forth to Puerto Rico for business, and I must say that I dread it everythime. The company puts me in a hotel on Dorado Beach, but everytime I leave the resort, I am in a crime infested paradise. I have had many problems already ranging from witnessing a robbery to being mugged. Not a fun place to be, and Ive traveled many places and experienced many other countries. Its a shame that the criminals have taken over that island and make it so horendous to foreigners. What good is the registry if half of the registered sex offenders are without pictures. That should be uncalled for!

To "Never live in PR" All I can say is that I feel so sorry for you. I lived in Puerto Rico for 16 years and I have never in my life seen anyone using cocaine in public or anything like it. Yes, the Island is not a perfect paradise and there is crime and other things we are not proud of. But Please, give me a break, you make it sound like PR is the scum of the earth. It seems to me that the image that you have of PR is the one you see reflected in you husband. I don't know were is it that he has you living in, but my advise is that you have a conversation with the cheap MF and tell him to get you out of the projects and into a decent neighborhood. Believe me, I came to the USA several years ago and I still have family and friends that live in PR. I travel to PR almost every year and I have never experience the nonesense that you are talking about. I agree that the public school system in PR is not the best, but education begins at home. I know many honest hard working people who attended public high schools in PR and are now Professionals in different areas and are assets to their communities. Please, educate your children, go out and discover the real PR and tell your husband that he will always be a Puerto Rican, even if he wants to deny it. Ask him what "La mancha del platano" means. He is marked for life! He is Puertorrican and he better be Proud of it. By the way, I was born in Cuba and raised in PR, and I am PROUD TO BE CONSIDERED A PUERTORRICAN!!! I don't think ONE person on here knows what a Sex Offender is verses a Child Molester. A Sex Offender could be "statutory rape", "sexual battery", "indecent exposure", etc., which has nothing to do with molesting children. You CAN'T put all these offenders in the same category!



Not every sex offender is lurking in the shadows for your child! Some are just a regular guy who was 19 years old once and had sex with his 16 year old girlfriend and got turned in by her mother. This guy has not attraction to children.



Sex offender registries give the public a false sense of security, nothing else. No one actually has time to memorize faces all over their cities and spot sex offenders. Your BIGGEST fears should be from people you already know. People who have never gotten caught and are still offending today while you are so FOCUSED on these registered guys.



Think about reality rather than these "good feeling" laws. Reality is child molesters have a 13.4% recitvism rate per the Dept of Justice. Is a Murderer, Chronic Burglar, Robber, Drug Dealer living next to you OK? I haven't seen any comments about that.

To those defending sex offendors and Puerto Rico--Get a life- You are not going to get anywhere on this site being defensive--The fact of the matter is that we are all on here for a reason---to take any info possible to be more aware of our surroundings, and more aware of the people around us- Having a face is important because there will be times that you may have worry about a person that is hanging around you or children, and if this sex registry is one more tool to get helpful info on the people around us than we should be thanking God. There are places I have gone that these photos are hanging up on a wall too--pediatric offices- schools- daycare- health clinics. So it is important. There are people out there willing to spread the word--and faces. There should be nothing wrong with too much information!! Even more so to those of us living in Puerto Rico where the crime rate is so high! And to the comment from Emilio--The crime rate is high all around the island. I myself live in an exquisite area in San Juan and have seen horrible things that I hope no others will have to experience.. You name it, I've seen it- And you dont have to live in a "ghetto" to experience these things like you had said. Usually, Just taking a drive to the local panaderia or supermercado is enough to have seen some sort of crime . Maybe you are just trying to defend the place where you grew up. But take it from someone who has lived there for 30+ years. I don't know if you are defending the island or sex offenders, but either- way let me tell you something-- With an island that has such a high drug rate- there is bound to be more sexual violence--And with the murder rate as high as it is here in Puerto Rico (and continuously growing), sex related crimes are even more likely to happen. I am Puerto Rican (well actually half Spaniard and half Sicilian) and yet was raised in PR so I proudly claim to be Puerto Rican no matter where I was born.



I am also the product of the public education system which by the way made me who I am today. I am a LICENSED PROFESSIONAL ENGINEER in various states and PR and obtained my degree at one of the the best engineering universities in the world located on the west coast of PR (top 100 in the world) not the "watered down" version other universities offer. I also happen to have a Master's Degree in Architecture and am a Commissioned Officer in the U.S. Armed Forces. I've flown jets and as an engineer have helped in the reconstruction of the Gulf Coast states after hurricanes Katrina and Rita.



Before you decide to attack Puerto Ricans... please consider all the great contributions we've made to the U.S. and ask yourself why isn't Congress pushing the issue?



Well, it's simply economics. You see, it's true that Puerto Ricans don't pay Federal Taxes and that the Island gets about $6 billion per year 9not much more than Guam). However, if Puerto Rico did become a state, the federal aid would more than double and Puerto Rico would indeed receive over $15 Billion. Not even the added burden of paying Fed Taxes can close that gap of $9 Billion. Also, if PR became a state the vast majority of corporations which make the Federal coffers richer would loos their Tax Exemptions and flee leaving the newly instated state vacant and more dependent on Federal Aids. So you see it's all economics that Congress is well aware and I presume their attitude towards the issue of statehood is like the saying "LET SLEEPING DOGS LIE".

True, PR is not perfect and many things could be better. But there are many places in the continental U.S. that aren't perfect either - no need to mention names of some of the places I've had to station my family and children.



But there are a few positive points to consider:



- PR graduates more College Students per Capita, which explains why many U.S. corporations and government agencies scout the schools in PR.



- As part of the U.S. we bring over 500 years of rich history which like that of the U.S. is filled with conflict but also beautiful unraveling twists.



- Puerto Ricans are a real true mix of many. It was the first major port for those europeans coming to the New World. There one will find persons from basicallly every corner of the world. Like I said my parents where from two different peninsulas in the Mediterranean and came to live in PR - if you ask them they will tell you that they are Puerto Ricans although they arrived there in their mid twenties.



Puerto Ricans, like many others in the U.S. have served honorably in the U.S. Armed Forces. We deploy for extended periods, bleed the same color blood, and in the battleground become brothers. When you are away from your state/country your brother sits next to you in the field. He or she never mind if you are Puerto Rican. These brave ones only know you are am american just like they are.



PR is a beautiful island with dramatic beaches, cliffs, mountains, rivers, caves, and a rain forest which attract many tourists and those seeking the outdoors. Some even choose to stay. Sadly others become disappointed with the negative aspects and only focus on that.



To close I will say this. I'd still call myself Puerto Rican no matter where I had been born.



If you live there and things aren't quite what you'd expect try changing the perspective a bit, I'd encourage you to embrace the diversity and wealth that comes from heart. To Puerto Ricans God, Family, and Friends are always first. Perhaps if you let that sink in you might enjoy your stay a bit better or perhaps make it bearable until you can find the comforts you seek..

And honey, I think youre in the wrong section of this website..we're talking about Puerto Rico here. I lived in Puerto Rico for a while, and I was one of the few percent of the population of what do you call us,.."white" people. And yes you sure are right that tourism is an important part of PR, BUT that's all it is, i mean WAS good for. I guess you haven't been listening to the Governors speaches or reading El Nuevo Dia, have you? The tourism has died off tremendously, even Dominican Republic is ahead of Puerto Rico in tourism! Check the facts, they're there, and pick up your news paper every once in a while. It' amazing the information you will llearn!To the rest of you naive people: Puerto Rico is going under. And guess where they are all flocking to--The US!-Miami, New York, Orlando, Kissimmee, and with the increasing Latin population in these areas, guess what?..The crime rate increaed in these areas, and in return has drawn away development, becasue of the crime rated in the heavy Latin populated areas.

The government has made it virtually impossible for people to survive in PR even as middle class. I owned a souvinier shop in a tourist section, there and over the course of these past few years, sales have dropped dramatically, becasue of the less amount of tourists coming to the ports, as well as the decrease in cruise ships coming. The result? Business owners like myslef have been driven out of the island because the economy is so bad,--not to mention the crime! And I personally think that people have been more aware of the higher crime rates in Puerto Rico, than that of anywhere else in the US, just like "FACT" mentioned above. So they are chosing other places for tourism. El Yunque is nice, but there are other places like Central America that have becom increasingly popular that have gorgeous jungles and ancient ruins. And you better belive that I check these facts out and know what I am talking about. My business survives on tourism, and that is how I know this info. And that is why I am no longer in PR, the tourism industry just isnt what it used to be years ago. And that's just sad-

I am a proud puertorican women, raised in the island. I am a mother and I am a professional. My father and other family members have served this country and gone to war. From World War 2 to Iraq. My opinon is if someone committed a crime after serving their time they should be free. Do they do this to murderes or blue collar theives that steal your livelyhood running a stop sign beating a yellow light. all these people have broken the not to mention the ones that have skeletons in their closets. Most likely they have stock in leg bracelet companies. If legislators can create an element of society to "hate", then society will have no time to catch the scum walking the halls of congress. In a recent lawyers forum, it was being discussed how these laws were purposely written in ways to avoid appearing as "punishemnt". Why? because you cannot be punished twice for the same crime. So to get away with this registry, they say it is to "make the public safe". That is a lie and legislators know it. Note: they just caught another Florida official being naughty...now they are getting caught by their own law!

In Puerto Rico we have elections every 4 years and the independence choice has less than 4 percent of the voters.That means that puertorrican dont want the independence,we want to continue with our relationship with the US,but we also know that the US won't give us either the statehood if we request it. That's because the US does not want an spanish speaking state within their confederation. We have everything a state has,except we dont pay federal taxes,we dont vote for the president and we dont have any representation before the congress with vote,that means that all laws pass through the congress and approved will be law in PR as well. We love America,but what really dislike me about the US is that the country is always nosing at other countries bussiness and that's why is so hated in many countries. We cant impose our culture,style of living or democracy in other countries in which this could be offensive for them. I want the statehood for PR but the day the US congress denies it,then that day Iwill vote for the indepencence. We have this status colony or commonwealth(as you wanna call it) but it's so because of the us dont want to change it,we can't trade with other countries except through the US. that has a logic,all millions of goods sold in PR are millions of dollar going back to the states. We are good enough for some matters but not for others.I dont know if the congress in waiting that here we start placing bombs,killing americans or create turmoils in order that the congress pay attention to our problem of status.We are peaceful people,but we are with the US more than 100 hundred years and we're still a colony,my God what a shame,but not for us,but for the US.they still have a colony in their backyard. Once to the Local Government (6%) & also a Municipality Tax, averaging from 1&1/2 % to 2 %.

Now I'm stuck here paying taxes even on FOOD Items, consumables, Stuff We Eat.

To Eli and the other ignorants. I can see how lots of mainland people with lots of money come to the island all the time, I used to work with you people at a big hotel in San Juan some years ago. I moved away from the states to the island in 2002. The states are a pathetic excuse for a 'civilized' nation. I happen to feel safer here in my little mountain town and I feel that my children are safer. My daughter was abused by someone while we were visiting the states. I can get her help here on the island, whereas on the mainland, the only thing decent healthcare will do is get you in to do a cough test with a mediocre doctor. The healthcare on the island is superb compared to the 3 states I once lived in. I have had work done that I couldn't have had done over there. So as soon as I got to the island, I learned Spanish, learned how to cook comida criolla and adopted very well to life here. I thank my Puerto Rican husband a thousand times for sharing his isla del encanto with me. You just have to learn to adapt and stop being so critical to truely enjoy this place.

I was transferred to PR in 2004 by my company and have lived and worked on the island for several years now. I am surprised by all the negative comments, because I do not share these experiences. I have found Puerto Ricans to be among the most helpful, joyful and kind people anywhere. My neighbors help me mow my lawn, their families come to help haul away trash, strangers invite me to their homes and to share in their meals on the beach or in the parks. I have had some things stolen from my garage before I put the door on, but then again, when I lived in Los Angeles my car was broken into twice, so I don't see a huge difference. As far as sexual predators, Puerto Ricans are incredibly protecive of children. I have never seen this level of general concern for children in the United States and I've never feared for my safety as a woman alone here. I find the men to be quite respectful and the women strong. Also, the bars do prevent theft, which is common, but bars are also cultural- if you travel at all, you will realize they are prevelant in all Latin parts of the world including Europe, where theft is not as common. They serve a functional and decorative purpose. Finally, PR is not 3rd world- an expression which is not only untrue but racist in origin.

Ladies and gentlemen. I have to say I've read enough. First where should I start...F****Ely and everybody that agrees with him (I know his comment was posted in 2006 but I bet my life there's a bunch of ignorant people out there TODAY that think the same, so this is for all of you). Read on PR, go to PR, learn from PR! and then talked. Especially read on what constitutes a third world country. Second, PR's goverment and politics are dirty, VERY dirty, but what country or territory has a clean goverment...don't research the answer is none. The problem with PR is that it's goverment doesn't have the power or wisdom to know how to cover it's corruption, unlike the US, China, etc. Once you're in the politics, you can't be clean because the people that "support" your campaign are going to ask for something back...and that's a political favor.



And to all, please don't judge everybody by one experience. We're not all good people, but we're not all bad either. PR is a beautiful place, with a lot of nice people. Are they parasites? No! Because even if the puertoricans vote for indepence, they can't make the last call, it is up to the US goverment, and if they wanted PR to be independent, they would've done it a long time ago. Little known fact, the Starkist tuna is caught in the waters of PR, part of the company is in PR, but the tuna gets sent to the state (after canned) they weight it, tax it and then is sold in PR. I'm a proud puerto rican...first of all, ely, you should come to puerto rico and get your facts right and do not believe everything you hear and/or read. I'm 23 years old and I've NEVER had any problems regarding crime (e.g. mugged, carjacked, or even taunted in any way). How can you say we are a third world country when more than 60% of pacemakers are manufactured in Puerto Rico, more than 50% than pharmaceuticals are made in Puerto Rico. In NASA there are more women engineers that are puerto rican than any other ethnicity. Companies like Microsoft, IBM, Stryker, and Boeing (just to name a few) come to the University of Puerto Rico, Mayagüez campus (where I study), to recruit graduating engineers as well as undergraduate engineers, there is also a wide array of puerto rican companies that hire us. Also, ANYONE can get a college education since the most expensive college costs $120 per credit (the best one only costs $40 per credit). So I can safely say that the average american has a less chance of getting an education than the average puerto rican, seems like USA is on a path of self-destruction education-wise. Doesn't seem to me that we can be categorized as a "third world country" when we are just as civilized as americans. Even our history is richer than that of the USA: 500+ years of history and culture. Now answer me if you please: what is american culture? what is the United States national instrument? what is american cuisine? On a highlighted note, how can americans try to keep away immigration? there is no such thing as a "pure" american, you either have some irish, some german, some jewish, that blend of immigrants is what makes up an american, therefore, no straight-forward answer can be given for the question: what is american culture? (a more appropriate question would be: what is the culture of your ancestors? the answer would be divided amongst the different ethnic groups).

I work on a max security prison in US. It is actually the highest accredited prison in the world (Fort Leavenworth USDB). Puerto Rico is a free associate State (Estado Libre Associado) not a country. If you are worry that a puertorrican is going to sexually assault you think again. They probably steel from you but according to statistics the white men is usually a sex offender not Hispanic. Hispanic people steal and sell drugs. I inform you about this since 70% of the inmates in the USDB are child molesters and 90% of those inmates are white, the other percent is divided by all the races. There is not too much different in other prisons in the US. If you live in Puerto Rico do not worry about being sexually assaulted. Usually sex offenders in PR do not go to prison the people in PR will take care of that. In the US you need to be concerned about being sexually assaulted that is why the US and other countries have it. Puerto Rico is an Associated FREE state of the USA. They have most everything that we have here. Walmart/Sams Club, popular eateries, malls, the big retail stores like Sears, etc.. It's nice to visit where I don't need a passport. Look at the majority the blacks here in the US. A lot of them are lazy at their jobs. Bosses are afraid to say anything to reprimand them because the blacks will turn around and accuse the employer of RACISM! The blacks get all kinds of gov't benefits here that WE TAXPAYERS pay for!!! I saw a black lady in a grocery store one time...fancy expensive fur coat, paying for her purchases with FOOD STAMPS! And then when I got outside I saw her drive off in a new Cadillac! So don't complain about Puerto Ricans until you check the other folks here in the USA!!! We have enough lazy folks here that don't want to work because the gov't's too good to them with all the NICE benefits. Then there are the poor people..who are poor because of where they live like in Appalachia, etc & the jobs are scarce. Perhaps if the govt helped relocate these poor folks to where jobs are instead of handing out freebies to the lazy ones we'd be better off. After all we are supposed to love our neighbor right?

I am a registered sex offender in Illinois where offenders are made to feel like the worst of criminals. There is no registry for murderers or violent criminals but if the government could put a bulls eye on our backs and let the people know that it is alright to use us as target practice they would do it. When I leave here for Puerto Rico I will register and let them know my wherabouts.

I have not recommited any crimes but I feel like a fifth rate citizen. I am glad Puerto Rico does not have its own website where people are made to feel like the worst of criminals. By the way, if you think crime is bad in Puerto Rico, read the news on Chicago's neverending wave of crimes which includes a large portion commited by the Chicago Police Department.

I am a registered sex offender in Chicago, Illinois and will soon be a resident of Puerto Rico. I have been a model citizen since I got myself in trouble and have no intention of doing anything bad regarding children. In Illinois sex offender are treated worst than the worst of criminals. The only thing left is for the govenment to make us wear a bulls eye on our backs and notify the public. There are worst persons running around the city who are worst than most sex offenders.

You could be living next to a murderer, or a violent criminal and the law does not have a web site to let people know of their whereabouts. It is sad that people have such a bad idea when it comes to sex offenders who are humans who made a big mistake. I am glad that Puerto Rico does not have a web site for sex offenders. Regardless you can still check out the list on the national sex offender registry.

People talk about the crime and what not, but I have been living in PR over a year and I don't see as much crime as I saw in Chicago. I would not put my daughter in public school here and I would never put her in a public school in Chicago. The other issue is they show everything that happens on the island on the news. Can you imagine the news in NYC or Chicago showing every lil thing that happened the news would never stop. Just like any city there are bad parts and good parts. But I think kids and adults as a whole here have way more respect for people in PR than they do in the states.



Don't get me wrong I have my issues with certain things. But I do love living here!! PR is a beautiful place!! Don't be scared to come here, just be cautious as you would going to any other city in the world.

That Ely person that posted some time before is the more ignorant person I've (let's say 'met') in my life and I've met a couple. This comment option is probably to write on how to better this registry and other HELPFUL information, not make prejudiced, ignorant, racist comments about a complete culture. But, I will not give her/him any more importance by continuing a discussion of said user, comments such his/hers are best ignored as... stool. Now, I know there IS a sex offenders registry in the internet for Puerto Rico (I've accessed it and pretty recently, actually) but when I lost of my computer files, I lost the address, I will try to paste the URL on this page so that everybody can benefit from it's information. It has all the towns/municipalities as well as mug shots and reason for arrest. My mother works in the police department so I'll diligently try to find this address, if someone doesn't beat me to the punch first. Thank you and a nice day to all the smart people here.

I keep reading more comments and I'm amazed how many people out there chose this forum to make fun of puertorricans, to insult us and to call us names. Well your probably going to hate my comments on the whole thing. But I don't believe in Megans Law or any thing like it. I think the people that want it are naro-minded them selfs. I can understand from a parents stand point. But its not right its a double jeopardy and its being used for more things then just pedophiles. There are kids put on there for "playing doctor" and they were no more then 2 years apart. What a shame. It's a witch hunt of modern times. And mark my words - at look at the news. 90% of pedophiles are not violent. But they are starting to become violent. I do not agree with there choices. I cant believe people are being this ignorant...although it doesnt surprise me coming from U.S. citizens(Whites). First of all, as some of you have said, if we are such parasites, why hasnt the main land gotten rid of us? Good example what if you spilt milk but in a officers lap you apologized but ended up being mocked for it for 20 years it even get blown out of proportion how would you feel, would you snap would you punch the guy what would you do. Imagine if your face was on a wall stating Blah Moreso Violent Offender Charge Assault with a Dangerous Weapon. You know it was an accident so did the cop but now you look like a bad guy, now at first you don't mind being on that wall but people make fun of you stare at you mock you get into private life. So hey you prefer to say screw it dont come back but if you dont register you'll go to jail, and you really think about it it came from spilt milk.

I bet in the end you may want a second chance and if you you consider opening your mind to what you say then what you would do. Because in a restless situation you yourself wouldn't know how to handle it unless you already went through it.

Good example: i got hit by a BMW while riding a bike through a intersection, the Bike was sent across the street I ended up on the person's BMW I hit my head on the hood of the car and fell on the ground. Bleeding and in pain I got up, now hey none of you would do that but in that time I couldn't think. I coulda went back and did something but I didn't.

Two ways that works bad in my favor I disappeared and coulda been blamed for attempted carjacking or I could've rode my bike a little further and collapsed into a coma. But because the way this country works of both sides being suspicious the victim and the suspect, the suspect is more like to lie where as the victim would prefer to leave it be its done let it alone. In that situation the suspect could remain the suspect or can/could become the victim where the original victim is now the suspect/a-hole or whatever the media may dub it as.

In the end I say open your eyes don't be that guy in the peanut gallery, because if thats what you are deep down, why would you call yourself an American, a true American not an American now but what American was and should be.

I find it rather interesting how people are paying so much attention to a post 3 years old. Not to mention, All the Puerto Rican's that are blasting "Ely's" comment saying how prejudiced and ignorant she is by her comment. Those Puerto Rican's that are trash-talking that comment are showing hypocrisy. How can you possibly say that she is prejudice for her remark, yet in return you are making prejudiced comments towards "American's" and "White's"? Do yourself and Puerto Rico a favor and stop being a hypocrite. It looks very uneducated and only proves more to her point. And not to make Puerto Rican's look any more stupid than they already do by their hypocrisy towards American's, but if I am correct, her statement clearly says "LIKE a third world country". It is apparent she knows it is not a 3rd world country since she use the word "like", meaning similar. So like everyone else is saying, pick up an English grammar book about the proper meaning of words and do some research before you talk. If you would have read the comment correctly, you would have realized she did not say it IS a 3rd world country, rather LIKE a 3rd world country. Think before you act and give your culture a better reputation. Maybe that is why the murder rate is one of the highest per capita?

Whomever created this site gave us an opportunity to comment about the link. It doesn't matter where we come from, or our nationality. What matters is that we know who at one moment or other, and for whatever "reason" they had committed a crime that would scar them and their victims for the rest of their lives, and that may or may not commit the same crime again. The link to such a website is one that is for our knowledge and protection. So that we may protect those whom we love and for them to learn how to respect others. We must remember that as time goes by this world will just be getting worse and worse and NO HUMAN ON EARTH WILL BE ABLE TO CHANGE IT. Only JEHOVAH GOD will be able to change this for he promises in Daniel 2:44 that he will bring to ruin all governments for they have failed to bring peace to earth (so, it doesn't matter where you are from or where you live ) and that Psalms 37:9,10, 27 states that all the wicked will be destroyed, only the meek will posses the earth. Then we wont need websites like this one.

God does not discriminate against races but does bring justice to the unjust. We can only see with our eyes what is directly in front of us but GOD can see what is in our hearts.

Trying to see the views as presented (really reading between the lines) Ely has strong feeling about this sort of issue (what issue) not the Puerto Rico gets a free ride as it may appear but the anger she has about the lack of a register to track sex offenders. Think about it why else would someone make such comments about a race that was born from Spanish, local indian tribes and african slaves. Being Puerto Rican says Im universal and how many others can say that. So Ely I recognize you may have sex offender anger but Puerto Rico should not be the target of your pain.

It is my impression that you as probably 250 million of US citizens do not know anything about history, not even yours!

Second, every time we get paid, we HAVE to pay to uncle Sam social security and Medicare taxes, you ignorant.

Third, the benefits our people collect once they are retired are lower than the benefits in US even when we paid the same amount as you, I mean if you work.

Fourth, if you have visited PR you will see that almost everything we buy comes from the US, therefore we are also maintaining (you may call it business welfare) some of your economy.

Fifth: I bet you don’t know it also than the main reason for granting US citizenship to Puerto Ricans was because they need people to fight your stupid wars, because people like you were hiding and did not have the courage. As an example you past president the stupid bush hided behind the National Guard to avoid going to Vietnam while thousands of Puerto Rican people fought and died.

Sixth: Do you believe that US is really a first country (developed), when 45 million of US citizens do not have any medical coverage at all! How is it possible that US has more weapons that all countries together and still the criminality is the highest! Can you explain this discrepancy!

I am a mother and my EX-husband was born and raised in Puerto Rico. My ex is in prison for the rape of his daughters and others. There were 3 states involved in this. The other states contacted children services in PR to have them investigate him and his new family. A young girl was in this family and was being abused as well. PR did NO investigation!! It had been brought out that he had abused (many years before) a young 2nd cousin. This cousin was into trouble and told some family that he was into drugs due to his trauma as a young boy. A clinitian from the state I am now in is a native of PR. She has said that PR is not good about following up on crimes against children. When one child is abused, whether a touch or intercourse.....is too many. This child's life is changed forever.

For all those who assume that a child that is involved in any unwanted sexual activity being damaged forever, I can assure you that is hardly ever the case. I wish you would give some credit to the individual's ability to heal. The only crime that the victim can not heal from is murder because the person is dead and certainly unable to heal. Most people DO heal from unwanted sexual activities - but that fact would put alot of psychologists out of business, right? I experienced unwanted sexual activity from my step-father and I healed from those experiences. Poverty is the experience that I have trouble healing from. I live in the US and believe that the US goes too far to the extreme of the idea of there being a "pedephile around every corner", it makes for good newspaper sales. It has created havoc in the judicial system - MANY innocent people are in prison due to this fear promoted by the media and the real, medically diagnosable pedophiles are under the radar. Has anyone ever read a DSM? There is an excellent book just out about what people really honestly SHOULD be afraid of. Check it out.

Ely guess what, you're all wrong... sounds like you're talking about the states where the registry is a NECESITY. Sex offenders are NOT tolerated in PR, once word gets out the sex offender must leave because his life will be hell once word gets out. As for us being parasites, read the news!!! CNN is full of American Parasites! If we are such a burden, why do you think America HOLDS on to us?? Do your homework honey, most puertoricans are high school graduates. Just to get a job, we need a HS diploma, VDRL clean blood exam, and a police report...and that's only to apply for a job... tell me would most American qualify? I don't think so, must don't finish HS to begin with, and drugs are a MAJOR problem in almost every town... and you're calling us Third World? You should start by going back to school, study history... you obviously don't know ... (you don't need a HS to finish that sentence).

FYI: Puerto Rico is NOT like a third world country because PR is NOT a country. It is and has been for over a hundred years an unicorporated territory of the USA just like Washington DC or Guam and IT DOES have a sex offender registry on line. Appearences can be deceiving, because PR is in fact United States 13th largest market and the only place in the US where the population owns 80% of it's property, making the poverty line also deceptive. P.R. has the highest literacy rate in the nation and many more etceteras, but it also has the highest ilegal inmigration rate (and problem) making Puertoricans the most commun victims of identity theft in the USA which makes the population analisys very difficult in the island. The most recent study showed that with 3.9 million people living there and 1.9 million in the work force (with an average household of four, 2 kids and a average per capita of $18,000 / $36,000 household and a spending power of 68 billion) it's unclear as to where is the welfare money being spent or who is getting it. The problem is such, that the local governmente decided to change the birth certificates to avoid further ID theft. I lived there for 11 years and boy was I surprised. Puerto Rico is a very complex society but Puerto Ricans are one thing but the population of Puerto Rico is yet another.

I read on here... that someone refered to P.R. as an american parasite... the reason being that P.R. does not have an online sex offender reg. Well then what the hell do you have to say about the great american state of New Hampshire... which also does not have an online reg... American idiot!!!

With all due respect, as a puertorrican living and Puerto Rico, reading the newspaper and very much informed, what Ely said is 100% true. We are a parasite and all our government can do is beg for money all the time. If we as puertorricans want independence or if we want to become the 51st state we must show that we can do our work and that we don't need anyone's help. By the way, those trashing Ely, you should inform yourselves before you speak.

It's sad to know that still in the 21st century you can find such ignorant and senseless people when it comes to talk about race.

By the way, I know and haVe many north american friends, all good and decent people and I can assure anyone they do not tolerate racial issues especially against Portorricans. Of course, they know our history and they have the facts straight.

First of all, Ely could be a victim of her own cultural background, or a misfortunate experience that scar her or the rest of her life. I don't know and is not my business. People like me who start browsing the internet for information on the most evil of all criminals(sex offender) should not use this or other site for talking bad from other country(ies).

However, I must responsibly address the issue that started all. You can chose to look at things or people either on its positive side or its negative side. Ely chose to talk about the negative side, is her right. What is wrong is to be misinformed and talk about what you do not know.

I am a Portorrican, born and raised here. I can talk about Puerto Rico not because I was born here but because I like to know what is going on here.

The worst thing is to call a country "Parasite" when the Empire that controls that "Parasite" have used its citizens for all the wars that this "Empire" have engaged in.

So the question is; what is the value of the human blood spilled in a war? Please answer that and then and only then maybe I can use my time to talk a little of parasites.

Question # 2; have you (Ely) done something to address your concern in terms of expressing to your Congress your discontent for this "Parasite" country?

And last but not least, the last person who post a comment here, says is Portorrican, so this being said and with respect to you I tell you this is a big world, why don't you go and live somewhere else?

This is To Ely its because of people like you that everyone hates americans Ely my friend you should seriously think about investing in a brain. The US doesnt give anything for free if they dont think they will get something back in return. You should probably look up a history book from Puerto Rico and youd learn a bit why the US took it from spain and why so many corsaries and pirates where interested in it for their own country. And another thing not everyone in PR relies on food stamps and welfare there are many puertoricans that i bet that make more than you do. Puertoricans are better educated than you. We don't talk crap about your race so i would like it if you didn't talk crap about ours. Thank you very much and seriously think about taking some night clases and buying a brain cause your ignorance its a shame to your country and all americans.
