I totally agree with Freedomfighter about this sex offender registry, it is unconstitutional. It is a way to continue to punish after a sentence is served. Where is the ACLU? Why aren't they protecting American's rights which are being taken from us. If everyone was honest about their sexual past, we would all be sex offenders occording to the new laws of our land. Where do I sign up, I had sex before the age of consent? The sex offender registry does no good, only destroys lives because of the stigma attached to it. And what about all the innocent family members affected by it? I am ashmaed of this country for allowing such stuff as this to exist.

Most of you are ignorant. I am sorry to hear of your personal stories of tragedy. However, 90% of sex offenders as defined by law are not predators. YOU have no idea how how easy it is to get on the list. For those that think recidivism is high among sex offenders this comes straight from a Kentucky district court...

Many studies have shown that relatives, friends, baby-sitters, teachers and others in positions of authority over a child are far more likely than strangers to commit sexual
assaults.4 One study found that 80% of abused girls and 60% of abused boys are victimized by people that they know.5 Another study found that no more than 10% of child molestations are committed by strangers to the victims.6 A 2003 Department of Justice study found that only 7% of incarcerated child sex offenders in prison in 1997 were there for crimes where the victim and assailant were strangers.7 Additionally as defendants point out, a 1997 report from the Department of Justice indicated that only 3% of sexual assaults against children under 12 years old were perpetrated by strangers as were only 11% of sexual assaults against children 13 to 17 years old. Likewise a 2000 report from the same agency indicated that as to victims 5 years old or younger, only 3.1% of the crimes were committed by strangers and as to children age 6-11, only 4.7%.9 The implication of these and countless other studies is that laws designed to protect our children, to be effective, should focus on preventing sex offenders from harming children whom they know, not fixated on preventing the rare attacks by strangers.
A study by a California newspaper of nearly five hundred released sex offenders who legally resided near schools and day care facilities found that only one was rearrested during the one year period of the study, and that was on a charge of parole violation and not for another sexual assault.10 A Minnesota Department of Corrections study found that only two recidivist acts of child sexual assault were committed in parks on unknown victims and in those two instances the assaults occurred several miles away from the offenders’ homes. This fact resulted in the Department concluding that residency restrictions would not be effective in deterring the offender who wanted to harm again.
SORR’s are also premised on the claim that sex offenders re-offend at a much higher rate than other criminals. Countless studies refute this claim as well. One study of 29,000 sex offenders found a recidivism rate of 12.7% for child molesters over five years.12 A study by the Department of Justice published in 2003 found that only 14% of sex offenders and rapists released from prison in 1994 were recidivists. Of those child molesters released in 1994 only 3% were rearrested within three years for a child sexual assault, only 14% were rearrested within three years for any violent offense and a total of 39% were rearrested for any offense including parole violations and traffic offenses.13 At the same time a Department of Justice study concluded that 68% of all prisoners released in 1994 were rearrested for any offense within three years.14 Thus, claims that sex offenders have a higher recidivism rate than other offenders, the driving force behind SORR’s, appear unfounded.

I am not here to stick up for child molesters or rapists. I am here to stick up for all Americans and our constitution. Because this is a stepping stone to put us ALL on a list. So please get educated. No one should have to suffer at the hands of a child molester or rapist. Just as non violent and non dangerous people shouldnt have to suffer at the violation of their constitutional rights. Your outrage shoud be at politicians and judges and prosecutors that let these people out of prison. It should be directed at the laws that let these people out. if someone is so dangerous I need to know when they move into my neighborhood why are they let out int he first place? These laws are a stupid waste of tax payer money and time. So please get educated.

I know a guy that was convicted 22 yrs ago and several years later it was told that he wasnt even the one who did it, but they are still making him pay... for 5 yrs he didnt have to register, and know he has to register again just because of congress... he has children and grandchildren and hasnt been in trouble... they need to streighten up the system, because it can destroy a family... they are know tryin to force him and hes family out of a home, that they have been living at for 3 yrs...

Which is less the 98% also most children are vitimized by relatives or close family friends. So quick looking at hte list and look in your own HOUSE!

yep. i sure can count on the legendary super registryman to protect me and my child. anytime we go to the local park, the infamous registryman is sitting on the swing set watching me and my 5 year old son. i have never been safer grocery shopping when i know the heroic registryman is standing right behind me on the lookout. every morning when my child walks to the bus stop, i know the muscular registryman will step out of the computer, put on his super registry cape and fly over to protect my little boy in a dire situation involving the grotesque rapist. when my little tyke is walking to the local gas station to buy candy, i know that witty and cunning registryman will be driving his registermobile following close and looking around for the evil invisible molester man. it is my understanding as a mother that this kung fu fighting registryman is the best tool to stop dr. rape and mr. molest out there. i can always depend on my super registryman for protection. even though he has not caught one evil rapenstein yet.

Ladies, if you date a guy. . . . . how about getting to know him for a few MONTHS before letting him meet your kids?? you know whats next?? all drunk drivers have to have bright pink cars. . . .why not? drunks kill more in one year the sex offenders do in 10 yrs. and as far as the 1995 law? how would you like it if someone came along and made a new law about speeding tickets and you had one 10 yrs ago but they made it apply to you too? not very fair now is it?? JennY: No, these people are not all stupid. The issue is complicated. The problems arise with types of crimes committed, also if the person can be rehabilitated or not; if the punishment is ex post facto, and so forth. IMHO it is not as simple as throwing everyone in the same bucket.

These people are preditors James *** **** goes by jay raped me and my little sister over a time of 3-4years, she was only seven when it began. he is 6 foot 4 inches and 250lb. HE THREATENED OUR LIVES IF WE EVER TOLD.These people look for victems. He himself told me on many occasions during raping me that he likes little girls just when their begining to get breasts. What is more sickening to me is that rather than put these people to death I get to pay for them to get free food, bedding , AND AN EDUCATION.I still have nightmares where I am being victemized all over again, Jay only served 5 years of a ten year term. 10 yrs! I HAVE BEEN SENTENCED FOR THE REST OF MY LIFE!!!!!!

Look up how it is done with Sex Offenders regarding register requirement. It is depends on what they were convicted of, like if one was convicted of "Sexual Predator", they are required to be registered for 10 years, then after that, no needed to be registered as long as they didn't repeat same offenses. Some must be registered as Sex Offender for rest of their natural life. Remember, not all of them are acutally convicted of their offense - some of them are on probation - like, they didn't have sex with minor(s), didn't rape, and such. I know one guy that he didn't do anything wrong, but the girl who was 17 sent him a nude pictures of herself to him. He didn't know that she sent him those nude pictures of herself. But it was on his computer since he opened an email. He was wrongly convicted and tried to fight in the court and all that. So, if he doesn't plead guilty, he would have gotten 5 years in prison for something he didn't do... it's a mess. He had to plead to two pictures that he did recieve it even though the girl sent to him that he didn't ask and without his knowledge. He got 2 years probation and had to register Sex Offender. So, remember... some Sex Offender(s) are innocent. The system is really messed up!

i stumbled upon a evaluation report on a person who was staying with us. it is complete showing all the case #'s, investigations, previous charge. i counted a total of five. all minors. yet i can find nothing on him in casenet and i called and they said that he doesnt have to register. the first charge was early 90's-i get the whole supreme court ruling but the others were from 1999-2001. sheriffs dept says they cant give me the info--i mean the details in the evaluation would send chills down ur spine i dont know how in the world he is walking around free but he is and doesnt have to register. who can i talk to too find out what needs to be done to make him register.

When all else fails, use fear. Studies also show that when you create a sub society, (such as a group of sexual registrants) the dna of those in the sub group modifies. This makes them more prone to disease and increases birth defects and Cardiovascular disease. Hey, the gov't isn't stupid, and of course, they wouldn't call this punishment. ;

How shameful is this country. To think that a web site or a 1000 foot law protects anyone is insane. Sex offenders have the lowest rate of recidivism than any other criminal(did I say that) Other than murderers. If you dont beleive go to US department of justice and see for yourself. That was the argument as to why we needed these laws.What is scary is how easily Americans give up their rights. Politicians run on this shit and everyone pays and I can think of anyone who has been protected. Now you know so you burn his house down?What? 90% of sex offenses happen in the home. Its time people wake up and realize it could happen to them or someone they love or better yet where do these laws end. The Constitution has been trampled and everyone has a pitchfork-history always repeats.

anon oct 3rd: Sorry, he has the right to live there, unless you are close to a school or playground (in some states). Inform your kids of improper touching and go on with living. It is the offender who knows or is in your family (unregistered) that you have to watch out for (according to statistics)...not the guy registered down the street.

I live in Fenton, MO & have just found out that my landlord has allowed a registered sex offender move in my complex. He was charged with sodomy to a 6 year old. There are SEVERAL children around as well as my own. Shouldn't the landlord have to warn you by law that a sex offender is moving in next door. Is there anything I can do?

D. Hayes a Painter in Blue Springs is a convicted-plead guilty-child sex offender but he no longer has to register becasue they got the law passed if it was before 1995 they no longer have to. Scary who we let in our homes to paint or do other work. How do we find more of these guys before the 1995 cut off?

We live in a small town in the middle of Missouri and my husband is serving time at the moment for "sexual misconduct" he was convicted because we didn't have the money for an attorney and had to use a public defender who spent a whole ten minutes finding out his side of the story (actually there were several people) on our side who no one ever called to the witness stand including myself, the judge in our case found him guilty based on the "victims demeanor" on the stand. NOT on the evidence that clearly showed that she was lying (she had already changed her story several times) Since his "crime" was a misdemeanor the public defenders office refused to file an appeal and we didn't have the money to use a real attorney. Because of this he will now have to register as a sex offender when he is released, that is unfair! his constitutional right to a fair trial was denied him. They need to find a better way to keep track of the real predators out there! unfortunately our judicial system has flaws and innocent people are convicted of things all the time and because of this innocent men and women out there have to live with the "label" sex offender it's just not right

to be accurate or discriminate between child predators and wrongly convicted. They just have to show the numbers that they are complying.

It's not about keeping us safe, it's about getting money for their pet programs.



How this bill will be paid for: The cost would be shared by the Federal Government and the states. The Federal Government would bear the cost of maintaining the national sex offender registry, and the states would bear the cost of supervising high risk offenders upon their release from prison.

To ensure compliance with the bill, the legislation would reduce federal funding for prison construction by 25 percent for those states that did not comply, and would reallocate such funds to states that did comply.

In the past, this funding has been used to help sustain various programs, including community policing and school liaison officers;Drug Abuse

Resistance Education (D.A.R.E.); zero-tolerance drug offender testing; and criminal justice record improvement. ByrneGrant money also contributed to funding personnel and vehicles formulion of jurisdictional drug teams, a money laundering investigative team, the Statewide Information System (STATIS), and Training and Coordinating Effort(TRACE) for narcotics investigation training. In addition, Byrne Grant funding was awarded to county prosecutors for training, equipment, and personnel costs.

hexi,sorry if I came off too angry.I just get upset when people put down all offenders and lump them all together.

My husband is just finishing up his 2 year sentence and I am angry at the system.They make too many rules without thinking of the consequences and then the offenders have to abide by rules that wont let them live anywhere.Im having trouble finding a place for him to live .I do not consider my husband a preditor ,just a man weho was entrapped by Fla.police Broward county sting ONLINE!Once again sorry if I came off so angry,but people who post nasty things without knowing the case details and what they are talking about upset me. I guess you still deserve the "F", then. You don't seem to have changed in 20 years. You are painting all the offenders with the "same brush", so to speak. (IMO) You need to read some of the stories on this site. Each is different. There is a difference between concentual sex of two minors and forced rape by an adult. Putting everyone to death for this crime, sounds a little bit like Hitler killing off groups of the mentally ill, etc.

It's time (IMO) to change the "F" to an "A".

Nearly 20 years ago I received a F grade, as a Criminology Major in "Child Abuse and Neglect", the hot topic was the Pedophile. The Course was a Sociology course taught by a Doctorate in Sociology. I shocked him into my F grade by stating in my final paper, that if there was clear evidence beyond any doubt, and those Pedophiles were hung in public the rate of childhood sex abuse would drop by 98% or more, I compared the rate of childhood rape to those of other Country's with death penalty for Childhood Rape. He persisted that Pedophiles are ill and need treatment, I persisted that it's all in the penalty.



Any person that is willing to destroy the Mental future of a child should face the death penalty on clear, convincing, physical, and beyond any reasonable doubt evidence.

- It does not mean that they are noncompliant. The state for what ever reason is got some bugs in their website or they are backed up. I personally think they are backed up.

- Keep in mind that if they lived there before the law went into effect they are grandfathered in. So, they don't need to move if they are within that 1000ft.

Maybe you should do some volunteer work in prisons to realize that eventhough many who break the law have difficulty reading and writing, they are also human beings with talents in other areas. Many are quite sensitive individuals with an inability to express themselves. The individual who could not verbally express his/her frustration may have turned to physical (ex:fists) instead. The bottom line, however, is did they learn their lesson from incarceration and has society helped rehabilitate (educate) them while in prison, making it less likely that crimes will occur.

A mother who raised her daughter in a bar has caused my family so much hurt. This girl was having sex with so many men, it was a way of life for her. She had sex with my brother so many times on the pool table. One nigth she decided to cry rape after she had sex with one other man then my brother. So we went to court my brother took the plea of sex with a minor. He was gave a 10 year prison time. He did the whole 10 years and the day he was to come home they detained him. He has now been detained for 6 years. The mother has died from liver promblems and the girl who cried rape has lost her childern for being an unfit mother. My brother who took the plea is still detained. I've watched my mother, my father, and my whole family with a pain that has put a pit in my stomach. I feel the mother who raised the daughter in the bar is the one who should have paid. The new law for life really needs to be changed. I do think some need to be in the rest of thier life but they need to make sure the ones who cry rape are not just mad or something. It puts so much hurt in the whole family.

Missouri says that they have "TOUGH" Sex Offender Laws , then I wonder why the piece of thrash that raped her step-son , starting @ the age of 12-14 , is , "NO LONGER REQUIRED TO REGISTER" ? She shows up on the county site & that's it. Not only has this person molested a child , but made a mockery of our justice systen , by not living up to the conditions of her , "PLEA BARGAIN"!! She has a warrant for her arrest in the state in which the crime occurred but lives in Missouri. Well I hope the proper law enforcement agency catches you , HOLLI ANN PRICE of 1801 W. you might go to lawyers.com and ask them. You will have to give them more information , of course and the state where the event happened. In my state, even if you pay a minor for sex...it's still child abuse, and punishable, I believe.

quite a story. It is important that people keep an eye on him. From the things you describe, it sounds like he may still be molesting? Keeping the police informed was the right move. Try to remember, that each case is different. Some people slip up once and pay dearly for it...as well as the victim. Many start their lives over and are safe to be around. HOWEVER, if a person is guilty of this crime in the past, it is not smart to continue contact with children without supervision (IMHO)

AND HOW HE HAD TWO DAUGHTERS FROM A PREVIOUS MARRIAGE , AND THEY CAME TO LIVE WITH HIM AND THESE STEP-DAUGHTERS, AND HIS WIFE , BUT THAT IT HADN'T LASTED FOR VERY LONG, BECAUSE THE WIFE HAD MOLESTED ONE OF HIS BIOLIGICAL CHILDREN, AND AT THAT POINT ALL OF THE CHILDREN WERE REMOVED FROM THE HOME, AND THE MOTHER WAS CHARGED, JAILED, AND FORCED TO REGISTER UPON RELEASE. AND IS NOW LIVING WITH HER BOYFRIEND (ALSO REGISTERED) AS I STOOD THERE IN DISBELIEF THAT THE CHILD WELFARE DEPT. WOULD ALLOW THESE CHILDREN TO LIVE IN A HOME WITH TWO REGISTERED SEXUAL OFFENDERS. HE PROCEEDS TO TELL ME THAT HE TOO WAS A REGISTERED SEXUAL OFFENDER. AS TIME PASSED, THESE GIRLS WOULD COME VISIT HIM OFTEN, AND HE WAS ESPECIALLY FOND OF THE OLDEST ONE. HE WOULD GIVE HER STUFFED ANIMALS, AND MONEY, AND HE EVEN WENT AS FAR AS TO GET A PUPPY AND A PET RABBIT, AND KEPT THEM AT HIS HOUSE FOR THIS GIRL. HE WOULD TELL HER, "YOU CAN COME OVER ANYTIME YOU WANT". HE WOULD BECOME ALMOST IMMEDIATELY CONSUMED AS SOON AS HE SAW THIS CHILD. IT WAS LIKE WATCHING A CHILD WITH A CRUSH. ONLY NOTHING WAS CUTE ABOUT IT . AS A MATTER OF FACT, IT WAS DISGUSTING. ULTIMATELY, MY HUSBAND AND I DECIDED TO CALL THE POLICE, BECAUSE WE DISCOVERED THAT HIS ADDRESS WAS TOO CLOSE TO A SCHOOL. THERE WERE SEVEN DIFFERENT FACILITIES WITHIN THE AREA HE LIVED, AND WAS TOO CLOSE TO ALL SEVEN OF THEM. WHEN THE OFFICER WENT TO HIS HOUSE, HE IMMEDIATELY ASKED THE OFFICER, " IS THIS ABOUT ME LIVING TOO CLOSE TO THE SCHOOL?" THAT ADMITS HIS AWARENESS OF HIS WRONG DOING RIGHT THERE. ANYWAYS WHEN IT WAS ALL SAID AND DONE, THE OFFICER CAME TO OUR HOME ONE EVENING, AND TOLD US THAT HE HAD SOME BAD NEWS. HE TOLD US THAT IF A CHILD MOLESTER WAS CONVICTED BEFORE 1995, THAT THEY DIDN'T HAVE TO REGISTER ANYMORE. WHO AND WHY DID THEY EVER ALLOW THIS 1995 DEAL TO EVER GO THROUGH? IT'S ALMOST LIKE SAYING "OK YOU'RE A PETAFILE, BUT YOU DON'T HAVE TO LET ANYONE KNOW ABOUT IT EVER AGAIN, SO MOVE INTO A VERY CHILD-POPULATED AREA, AND HAVE FUN!!!!" THIS IS SICK.

I know a guy who lives in the Joplin area that was wrongfully accused by a girlfriend of sexual abuse of her daughter. I know him and was around him at that time and even testified in his court case that she said she would get even with him for cheating on her. Well she got even. He did 3 years and is now a registered sex offender. The little girl looked him up years later when she turned 19 and told him she was sorry and that her mother made her say what she said to the judge. He had her ready to talk to his attny and tell him that it was all fake but then someone told her that her mother could go to jail for this so she then refused to talk any more.



Before you assume that the people on this registery are actualy guilty of the crime you need to make sure that it isn't a false accusation by a vindictive ex-girlfriend or wife who wants pay back.

I live in a small town and I believe that some new comers are moving here to hide out! Recently there has been a guy that moved to town and a number of people have had problems with him gaulking at their children, He moved here from st joesph and apparently has a record. The sherrif was called the other day about an inncident that happened and sherriff never showed up! What the hell is happening to this state! We need the Law enforcement to protect not ignore!!! People today may be innocent and still may have to register because they were accused,took a plea, the ex was mad or a female parents may have found out she had sex when the guy might be a year older then her.

Today people are in anyone and everyone business and this needs to be stopped.

If a person commits a crime then leave it for the Police and the Courts to handle. Isn't this what we are paying them for?

Also there are some Police who shares offenders crimes and they shouldn't be telling the offender crimes to other neighbors,work places or whoever.

They are there to serve and protect not to snitch and tell the whole community.

Who are we to judge people?

God didn't Judge people so why should others?

Noone is perfect! Everyone has made mistakes rather they want to admit it or not. Some may not have been caught or caught yet.

Clean out everyone closets and lets see all of the skeltons come falling out.

Today to much is public knowledge and people has became to nosey into other peoples lives.

I don't know about the rest of you people but I want and like my privacy.

Who business is it if someone gets a divorse,has bills in collections,go bankrupts or gets into trouble?

People get a life beside looking up everyone business.

Just because they have to register doesn't mean they are a child molester or rapist . Ex-wifes use that to there advantage to get what they want or they will say that their ex-spouse commited such acts for revenge . The public needs to worry about drug dealers,murders not just sex offenders. They to return to he streets !!!

not only does this site not show all the offenders.. but the state site doesn't either. I can't tell you how many times I have looked up a KNOWN offender-- CONVICTED and sentenced and done/ doing time... and they are not in ANY DATABASE (not just MO.) So much for the security of our kids and the reliability of our records!!

I know that my ex-husband is suppose to be registered and yes, his name and address of HIS MOTHER is on there-- but he's been long gone for over a year and only God knows where he is. The Washington Highway Patrol contacted me a year ago to inform me that "my" car had been impounded on the side of the road. Funny thing was that we had been divorced for over a year and I hadn't seen him in over a year prior to that. Didn't even know that the car had my name associated with it. And I have never been to the state of Washington-- nowhere even near it.



He isn't currently listed on ANY OTHER state registry and the Missouri one is very outdated. So, I know of at least one convicted rapist running loose in the country. No telling how many others are too.

Missouri statute does not allow posting of all classes of offenders. However, your local Sheriff's Department listing DOES contain all classes of offenders required to register.
