How is it that a man convicted in San Jose,California (this was in 1976 and he was 41 years of age at the time/three times married, three times divorced) of lewd & lascivious conduct, and statutory rape, with an 11 year old, a 13 year old and a 15 year old can have a day care business taking care of children, which is subsidized by CalWorks & by 4C's)....he retired some 6 years ago, and since his retirement, he is the one who does the baby sitting as his wife stays in the house on the computer running her travel business (HE DID MARRY THE 13 YEAR OLD WHEN SHE TURNED 16 EMANCIPATED)....HOW CAN THE STATE ALLOW SUCH A THING TO HAPPEN.....NO MATTER WHICH WAY YOU CUT IT, HE IS STILL A CHILD MOLESTER/PEDOPHILE OFFENDER; YET HE DOES NOT HAVE TO REGISTER AS A SEX OFFENDER AND HE IS BEING PAID BY THE COUNTY/STATE TO TAKE CARE OF (OR MOLEST) CHILDREN...I THOUGHT HE LAW WAS SUPPOSED TO PROTECT OUR CHILDREN AND I CERTAINLY DID NOT KNOW MY TAXES WENT TO SUBSIDIZE CHILD CARE FOR A SEX OFFENDER'S INCOME. I inquired and found out his wife was issued a license for the child care and he was issued an exemption; is this because he married one of his victims? I guess it is free season for child molesters/pedophiles.

I had trouble with this link?

Posted by Anonymous (not registered) on Oct 31, 2005 01:07 PM

i had trouble with this site too, and to the first comment, a comment: your statement is useless, doesn't help anybody, you seem to be very concerned, as we all are, but it doesn't help, give out some names, and help us all, don't worry too much about paying taxes to this particular funding, as i'm sure we support other malicious entities with our money as well.

I have had a lot of trouble with this site actually searching. The days that it works it is very quick but most of the time it does nothing. I have been emailing the webmaster so I will post their reply if it helps.

Anyone else having trouble with this site. Just keeps searching and no results.

I have tried 3 browsers, released cookies and to no avail, I cannot open the maps, locations of offenders, etc. I ask that the site administrator please address our concerns and repair access. Thank-you.

This is ridiculous; the site won't load, or come up with any info. This is how taxpayer's $$'s are spent??

Posted by Anonymous (not registered) on Jan 27, 2006 10:06 AM

I too had trouble with this site. I hope there are no molesters in my neighborhood, because I certainly won't know from this site.

Posted by Anonymous (not registered) on Mar 02, 2006 04:22 PM

I agree with Melissa. All sex offenders should be registered.

I type in the name, hit search, and all I get is "error on this page." Come on, California, get it right.

Posted by Anonymous (not registered) on May 12, 2006 07:16 PM

everybody looking for information on california sex offenders should go to the megan's law liink to the right. that's the actual state site with the listings of the registered offenders.

I was sent a letter to my house yesterday about a sex offender living 2 blocks away. Now, I come into this website to get more information, picture, name, etc. and also to see if there is any more of those living around my CHILDREN and your website cannot even open a map or a listing. What is it here for? As I read posted comments, I see I'm not the only one with this problem and you cannot seem to fix it. But let me ask this; Is the person responsible for this error receving a check for their "job"?

Posted by nancy (not registered) on Aug 06, 2006 01:44 PM

I reported a sexual predator to my local police at the time of the incident (he also followed me home and tried to break into my home). I did not know who he was but gave a VERY detailed desciption of him and his car (from the scene where he commited lewd acts in front of me). Approx. 5 months later, the DOJ website came up and I saw his picture. He was convicted of "sex by force with blunt object!" I immediately called the local police and gave them the info again with his identity. I called back some time later to see if anything was done or if there had been more occurences with him. The police said that I had only reported a possible break-in and had not see the intruder. BUT they followed up by saying that he was an asian man driving a black broncho..... I said that some crimes were happening in an adjacent town and they said that I had to call that town. I called that town and they said that since he lived in the first town, I had to call them. (Like a sexual predator only commits crimes in his area of town?) I finally yelled long and hard and was given to a sexual crimes detective that said similiar crimes of lewd public acts were occuring, as with me, and the exact description of the man/car. WHY DID IT TAKE OVER A YEAR (almost two) TO KEEP HIM OFF THE STREET AND STOP HIM FROM VICTIMIZING OTHER WOMEN? Answer given.......NOT ENOUGH POLICE TO ENFORCE! Is this not a priority? Could he not escalate to committing more violent acts? I was blessed by quick thinking and dumb luck (sleeping in the front room instead of bedroom area, setting off the phone pager(very loud), screaming and calling 911. I would hate to think of what could have happened...........

Posted by Anonymous (not registered) on Aug 17, 2006 11:18 AM

I also had trouble getting the link to work, you have to click on the Dept of Justice, and go back through the main link, and then it works just fine. Just go back to the "Home Page". Hope this helps

Posted by Anonymous, not registered. (not registered) on Oct 07, 2006 02:26 AM

All of these problems, dear fellow posters, are because the state involved, is CALIFORNIA.

Posted by Anonymous (not registered) on Oct 09, 2006 09:54 PM

I agree with the last commenter. I live with a registered sex offender (the offense 20 years ago was a false rape accusation). He's in jail for five months for failure to register both his home addresses. Since I live here alone with him and our animals, I e mailed the state to place a notation on his Megan's List listing saying that he's in custody. What I am worried about is if some vigilante comes looking for him and only finds me, a single woman? He can take care of himself, but I am a sitting duck! I am considering asking a lawyer what I should do. I have already e mailed the DOJ three times and contacted the local sheriff's office. But so far the state hasn't done anything. If something happens to me, could the state be held liable?

Posted by Wtb Michigan (not registered) on Oct 23, 2006 02:26 PM

Cant seem to get into this site, and thats strange considering all the posts about the same issue prior to mine. What' up?

Posted by Anonymous (not registered) on Dec 17, 2006 12:14 PM

What is giving this information into the hands of the public going to do, except create hysteria? These people should not be allowed back into the public if they're likely to re-offend, but if they're not, then they should be left alone. The story of the single woman above, is just wrong, and she should not be made a target because of crimes her partner committed 20 years ago. We pay the police and the courts to deal with these criminals, and they should do a proper job, it should not be left up to us.

Also, nearly all pedophile sex offenders target children they KNOW (how else can they gain their trust if the child doesn't already know that their parents know them?), they don't hang around in parks or outside schools (as someone with a background in social care, who has heard many stories from people who were molested as children, I find the image of the "shady man in a raincoat hanging around schools and parks" false - I've never heard that story. Uncles, brothers, friends of family, fathers and mothers, yes, but never strangers).

Also, if someone IS so sick as to actually want to hang around a park or school to look at children, it's likely they'd happily drive 300 miles to do so, too. Relocating them is a massive waste of resources.

To reiterate: People who are dangerous to our children should be incarcerated. People who are not a danger to society, should not.

Why isn't there a convicted murderer website? Why isn't there a convicted burglar/armed robbery website? These sort of sites only create fear and hysteria in people who are already very afraid. We should not be policing criminals - The police should! If the police fail us, they should be held responsible until they get it right, not leave it to us to make sure we're safe!

Posted by confused (not registered) on Jan 07, 2007 07:28 PM

Well California,... you require SO's to register, while at the same time, the television program with Judge Joe jokes about a woman in his court that admits to raping a 17yr old male. Not only is she not charged, but surely is not on the registry to protect the children. THIS is another reason this registry is a sham!

(the program aired first week of January, east coast)

I have not on;y had problems as well with this sight but also when I try to pull it up on my computer this is the only sight that takes forever to get pulled up on line. But anyways, As a mother of having a child sexually abused, I would be upset if that law was put into effect in Florida. I know I'll never move to Calf... I want to know if my children may be at risk, and to me all of our children are no matter where you live, but more there since they seem to easy on them. And they want to know why this keeps happening to our children, sometimes I feel like saying heres your sign!!! or a bumper sticker that says stop re-electing sexually abusers, the victim has a life long sentence, so should they.

REPEATED sexual offenses and physical assaults by one man that were NEVER addressed by authorities because of local corruption and wealthy influences of his employer that allowed him to continue this for 33 years of marriage with 33 other women (as stated by him) allows him to continue this behavior and victimize even more women! I was stalked, kidnapped and attacked in my own home by this married man and because of his powerful protections by a VERY wealthy and powerful family who had hired him as their corporate pilot, he was allowed to get away with this and other felonies, including flying corporate jets drunk in CA and OR!!! He is still on the loose! His first name is Steve, appx 55 yrs old, 5'8", a retired corporate pilot and ex FAA Air Traffic Controller (SCK) and retired US Navy ATC...BEWARE OF THIS PREDATOR!!!! He is conniving and he is ruthless! The last corporation he worked for even sent him away for sexual addiction therapy, only to allow him to continue his repeated and continued stalking with 3 days after his return! He is a VERY sick man!

I have news for ya..it isn't just Californnia. My ex molested our kids in(4) was only prosecuted for Indecent Liberties wiht a minor in a custodial Postion(meaning he asked her for oral sex while he was watching her..thank god she said no). He plead no contest..served no jail time, moved to NM, met his fiancee and made 2 more kids(Both while still on supervised probation!) Probation officers will not do anything. I sent emails where he admits to molesting their youngest..they can check my comp and his they can see who sent what. He lives with his fiancee now and their sons..he babysits them everyday and here's the kicker, He no longer is on the Public Registry! Ya know why? Because he was only charged as a level one(being the lowest threat for recidivism). It is crazy. My daughters were too young to tell what he did, but they all have come forward and told in the past 2 years. I have gotten married, etc..but I am haivng a hard time with the fact the police wouldnt go see if he was around any minors(his own kids). I also called CPS(a sitter called before on them as well). I was told because I only know names not actual addresses thay can only take the report..they can't actually hunt the fiancee down and check on the kids! How about telling Pedophiles they can't live with any kids period! How about telling his fiancee(who he told I framed him) that she cannot have the kids around him. Until more stand up and fight..I really don't see much real change. Everyone seems outraged when a pedophile kills a child, yet the lawmakers let them live in society. There is no cure. In my ex's case there was some question by his little brother and father as to his and his mothers relationship. I guess it was a passed down thing..yet no one in the family will stand against them either. I would like to fight this stuff, I am thinking about taking criminal justice this year..however I don't want to be a probation officer. They apparently have so many sex offender's under their watch, they can't really monitor them effectively. Thanks. :)

If you live in the area of Vanowen St in Reseda, I will provide you with info on a CHILD MOLESTOR who has gotten away with it for over 30 years! THEY DO NOT CHANGE SO PROTECT YOUR CHILDREN!!! ONLY YOU CAN! The police can't/won't do anything so it's up to the citizens to protect the children.

A few days ago I was able to view the listings in CA but since then there has been a problem. Is anyone working on this. The other states seem to work ok.....

Posted by Kathy (not registered) on May 27, 2007 08:54 PM

I live in Texas and we use the Texas DPS website to search for registered sex offenders. It seems that our system is 100% superior to CA's and I am NOT impressed. CA could learn a lot from TX. We've been attempting to search for offenders in the Santa Barbara area for over 10 minutes now and have yet to see a name.

FIX IT!

Posted by Oldtimer on May 29, 2007 07:56 PM

It sounds like some of you folks are just searching for sex offenders for the fun of it. Is this so? Why would you want to search other states for offenders if the reason for the registry is to check those living in your area?

Posted by Hexgirl on May 29, 2007 09:02 PM

The same reason people look on diffrent reg. sights, to see how much the Laws have not really chnaged, and see how others are affected due to that. It's hard for people to understand even the offenders themselves, they want a second chance, and the people who were molested by these offenders feel they are not in need of one, as I myself. All these States, and sights are helpfull too some people, even to ones who respond to some in diffrent States, as well as read ,ask questions. I think your looking to much into the smaller issues, then the real picture. Tammy (Hexgirl)

I would like to know why Wallace T* living in Grass Valley California is not listed in the sex offender registry even though he repeatedly raped his daughters friend who was 12 through 13 at the time? Were offenders prior to certain dates kept private? It is shame people like this are left to roam free and continue to be preditors.

Posted by Oldtimer on Jun 05, 2007 07:39 PM

This issue came up several times at legislative hearings: Todays offender can plea bargin the requirement to be on the registry.

The problem is that the dangerous offenders keep off the registry and the offenders that have worked to be positive members of their community are forced to be ON the registry. (Their crime being before the registry was started.) This is another reason the registry is not doing what it was supposed to do.

I have a cousin that was convited and served time for raping his own daughter. Unforutunally, he is now out and lives in San Diego and I do not see him registered anywhere in Cakifornia. Why not?

Posted by Oldtimer on Dec 05, 2007 10:45 AM

I could be wrong on this, but I think many states have different dates or starting time for their registry. Some don't go back to 1990 for example. The Adam Walsh Act, may try to have all states do the same thing in this regards. You would have to find out what year CA registry starts their requirement to register. If he falls within the reg. period, then you have a violation to register (IMHO)

I think there is this assumption that "sex offender" is synonomous with "Child Molester". You people are so clueless. You know a lot of these people didn't even have sex crimes associated with children. My husband is a sex offender because he was convicted of a sex crime 20+ years ago called "in concert". Basically that means he was present in a room of perhaps 20 male and female adults while others participated in the sex with a drunk adult woman but did not physically accost the girl or participate. The entire thing was being video taped so it is very clear that he wasn't actively involved.

Regardless... There are sex offenders who are not child molesters and people need to be aware of that. I think you need to be a lot more concerned with drunk drivers who murder thousands of children every year, than you do my husband who wouldn't harm a child if you threatened to pour battery acid down his throat.

How come you treat them all the same with this irrational fear. When you are perusing those sex code violations, be smart.

there is a man who is 40 years old now, known to police in his town, known drug user, with a previous relationship he fathered a child and collects disability to avoid child support. Found a 13 year old child, fathered a daughter now 2 years old and no one does anything about this. His friends of many years have him over with his girl friend and child, surrounded by drugs and still, I can not believe the police dont know of this man and where he lives, what he is up to. I met him years ago, thinking he was a working man with a company truck, doing roofing for a company. Of which he since sued for disability for falling off the roof. I suppose he was not drug tested or they would of declined his disability for life. Those on the other side of the law, associate with those on their same side (the wrong side). They know all the ins and outs of how to get around the law. granted, their lives are not to be envied, but I had to express my feelings because I have personal experienced a family member accused and ruined because they didn't know what people like this could do to any one of us. I have prayed for guidance and the ability to forgive those who harmed my family member but I am relying on what I"ve always said and believe, "what goes around, comes around". I have to, to find peace. It is not my place to judge or punish. I pray the law will judge and punish, and the lord will help the innocent ones whom were convicted of such a hideous crime, cope and find some peace. There are many innocent people out there that have been wrongly accused and convicted, forced to plea No Contest, just to get it over with. Much more then those who judge by what they read on the offenders list. It is going to effect almost every family very shortly. thank you, I just needed to express my thoughts

Criminals history is public information, I believe. I cannot understand why you didn't look into his history, earlier. It is a shame they lied to you, but you know where you stand with them now! The registry only makes this information more available and in the process hurts those rebuilding their lives. That is why so many are against the registry. The information was always available for those who wished to ask.

My ex-husband is a sex offender. He committed his crime in 1992 when he was 21 and through the girl was 16 (as the story goes). He did his time and discharged from the system. Unfortunately he absconded 6 months before he discharged and did 5 months on a violation. The local DA decided to open a new case against him right after he discharged. I was 3 months pregnant. I have struggled these last 3 years by my self getting very little help from the state or county. I only make $950 a month and I get $80 from the county. Now I learn that I will have to go another 4 years on my own while he is on parole. I am desperate for some better times. Does any one know of any resources that assist family members of sex offenders?

this site doesn't work with my computer so i'm unable to search out the charges against a friend of mine.

i know that he had sex with a female he met in a night club, she had a fake I.D. , they lived together until they had a fight and she turned him in for rape. now he is considered a sex offender of a child .

all offenders of this so called crime will be required by law to register their residence, car, jobs, etc. for the rest of their entire life. everyone suffers , even those who try very hard to become a better person will still have the title of sex offender.

this not only affects the "victim" this also affects all family members and friends of the person who is considered the perpetrator. I consider the zealous finger pointers and sexual laws Over Kill when it comes to many lives being ruined in the quest of being DoGooders.

help find housing 4 my man, he's coming out of prison this coming january and he'll finish his parole this coming year in '09.....he met a teen at a sports bar over 10 years ago, they had a relationship and after a week she revealed her I.D. was fake and she was a minor at that time. They separated & she turned him in for sexual assault. Now he's paid his dues for his foolish mistake yet according to the laws in California he'll be hounded as a "sex offender" for the rest of his life. He can't live with me cause i live near a school, other relatives live near parks, daycare centers.... this is crazy..... must he live on the streets ?. How do I find him housing before his release..... please advise. Thank you very very much ~

got poi: That is the trouble with all of this registering.(IMO) Even the family that started all of this legislation now says it is out of hand and not doing what was intended. I hope someone on this site can suggest a plan for your man. What he will soon do is the hardest part of this program and the Feds claim it is not punishment. The odds of reoffense are highest for three years following discharge from incarceration.(doj studies) Try to find support for this guy so he will not reoffend. Maybe and internet search can locate programs in your state to help him relocate. Good luck.

hi, i just wantd to make a statement to all the women or men out there who are single. check your potential mates out on the megans law web site. better yet do a FULL criminal and civil background check on them BEFORE you get serious. I made the mistake of trusting someones word on a clean record and after 4 months found out he was a registered sex offender. Worse yet Im stuck having his baby!! Im blessed with a beutiful child who will have to pay the price for having a sex offender for a dad.

Posted by Anonymous (not registered) on Jan 12, 2009 11:34 PM

some people that are on the sor made a mistake and learned. just because someone has to pay a price for a mistake does not give anyone in society a right to criticize or harrass.

It is so typical of California that this valuable resource is wholly unusable. This place is unbelievable! Nothing, and I mean nothing, in this state works -- although for all this incompetence the poor taxpayer is paying more and more. No wonder there is a flood of people and businesses leaving.

I register sex offenders for the State of Tx. I was given information stating an offender had moved here from CA. In trying to get info on this guy, I too, was unable to obtain info. I need to send an officer out to the locations he is said to be living at but cannot get any info.... other than page error. So how is the public suppose to know who their area offenders are. The public needs to be protected NOT the offender! Time to fix this site - tomorrow the offender may already have 2, 3, 4 victims in his site!

For those of you having issues with using the Search Database feature...It is because you are using a third party site to access the CA Sex Offender Registry site (otherwise known as Megan's Law). Use the CA site directly. It must say Office of the Attorney General at the top to be the true site. http://www.meganslaw.ca.gov/ Hit the continue button at the bottom of the screen to enter the CA SOR site. Check the box and hit I accept to be able to search for the offender.

I think people who do that are very stupid because they have moms and sisters instead of raping people they should know that they dont want that to happen to their family they should never come out of jail because when they get out they still rape people.

Posted by Cast (not registered) on Mar 12, 2010 02:19 PM

I was molested when I was 13 and I want to report him... also I know a child molester that works for the city with kids. He told me himself I was his friend for 25 years.

Posted by cdcrsteph (not registered) on Mar 26, 2010 11:53 PM

To Lalli: Not all 290(sex offenders) have to live so far from a school. It all depends on what offenses the offender was convicted of. To Cast: Unless you can get this friend of yours to confess to certain crimes or the people who he molested come forth, there's not much police can do other than take your concerns in. Your friend needs to be convicted in a court of law in order to become a registered sex offender. To Lulu: All convicted 290 offenders need to register. There are many however, who fail to register and if caught and the failure to register is repetative, they can go back to prison on a conviction of failure to register which can either put a new term on current parolees or be a parole violation for other current parolees depending on the extremeties of the matters. Many 290 offenders are not registering and nothing is being done about it, sad but true.

Posted by Anonymous (not registered) on Apr 11, 2010 12:13 AM

My biological father is an offender. I and his victim were supposed to receive letters from the State of CA notifying us of his release, but didn't. Their excuse, "We overlooked it." OOPS! He's registered as a "transient," meaning he doesn't have to provide an address. I've call the CA DOC several times trying to get info regarding they're monitoring of him.

A few months ago he suddenly reappeared in my life, and said he won a lawsuit, and is currently living in his brand spanking new white Astro van, and just LOVES the internet. YAY! WTF is going on in that state? Arnold! Tell Maria she may be able to help you with this if she'll put the cell phone and bagels down long enough!

"Read on if you want to learn somthing."
Being I am from California I will use California as my Model State and most other states seem to follow California anyway.
California was the first State to Start tracking sex offenders in the year of 1945 (65 years ago)it now has 88,000 offenders in its database.
The major majority of all offenders everywhere were and are a family member or living in the same house as the victim or was a close friend of the victim or the family. NOT some stranger coming out of the bushes.
The United States has over 1,000,000 (one million) sex offenders being tracked at this time.( so expect a sex offender to live somewhere near or even in your neighborhood even next door.
Only 3.5 percent of all offenders everywhere are dangerous violent sexual pedators.
Only 15 percent everywhere have the disorder of being a pedrophile
Over 80 percent of all offenders are of the one time only lude and lacervious act Its california penel code law 288.A(laymens term is a simple wrongful and unlawful touching, feeling or groping without the use of force fear violence or threats and most were committed many years ago.
the major majority of cases the offender was drunk or on drugs at the time of the offense.
no repeat sexual crimes,
The offender was not sent to a state prison or vacility was given three (3) years of probation and it was finished without violation. the major majority of offenders took and completed a state certified sexual treatment course for one and one half years these offenders have been out of custody for many years without any repeat sex offenses of any kind, have no prior history of any violent crimes, no prior felonies the majority of all these offender do have and still show remorse of their offence. if a static 99 sex offender exam was completed upon these offenders it would clearly show a very low danger or threat rate and a very low chance of reoffending with another sex offence.
it is NOT possible to correctly watch 88,000 persons in one state and just as impossible for our country to watch over one million persons. There are only one percent everywhere that a death occurs from a sex offender. Sex offenders reoffend less than any other crime in our country.
More to come as my investigation goes on.

only 3.5 percent of all offenders are predator

Posted by neilbfisher on Jun 22, 2010 07:32 PM

Sex offender report part 2.
If you still want to learn somthing Read On:
As I wrote it appears that the Major Majority of sexual offenders through out the country are the low threat and low profile offender.
But what shocked me the most was the fact that most local and state governments were already aware of this fact.
After I had learned this fact through my investigation I was wondering a little so I went to the Center of missing and expolited childern web site and after it what was like pulling teeth I got the stats and was also shocked to find the folling:
the Center's database showing some 78,500 missing persons was that 65 percent of the missing persons were just simple run away teenagers and another 20 percent was just a child missing due to a non custody parent taking the child from the parent with custody due to the parent with custody not giving or not allowing the non custody parent proper or reasonable visitation and due to the courts not giving proper assistance to this parent gets frustrated and without using good judgement ends up taking the child.
And another 5 percent was a child taken by a non parent realitive such as the Grand parents ,sister or brother etc.
So it turned ou that some 90 percent of the missing were by non suspicious means.
So it appears that local and state governments and private agencys are making things appear much worse than they really are "Why would they want to do such a thing?" "FOLLOW THE MONEY" you are not going to get the Funding, Special programs, and Donations you want unless you can show a need, So they make it appear that there is a much bigger need as to get bigger Funding,More Programs and Donations
But do they have to use such fear factors and Scare Tactics using the love of our children and our wives to do it? and at the same time trying to make it look like they are not being soft on crime.
The proof is in the facts and there is much more to come as I find out more through my investigation. more to come!

If you need sex offender info for California...you need to search "Megans Law California" at Bing or Google. That site is the officical State of California site for offenders. Not all convicted sex offenders are for public notification, so you may not find them on the site. But you may contact the law enforcement agency or District Attorney's office in that city or county of the conviction for info...it would be public information if the case has been adjudicated.

Posted by neilbfisher on Jun 23, 2010 04:41 PM

Sex offender report part 3
if you still want to learn somthing "read on"
As I have found through my investigation there seems to be a great deal of misconceptions and myths regarding sex offenders and it appears to be being done with intent by local and state governments and private agencys.
It is and has been known that only a very small percent of all persons who have a sexual crime in their history are a true and present danger to the general public.
"Yes" it is a true fact that the most dangerous of the sex offenders the SVP and many persons with a pedophile disorders their disorders do run long and deep to the fact that there is very little hope that they will ever be 100 percent safe, even with the new and better exams such as the static 99 there is always going to be some that fall through the cracks but with a 97 to 98.5 of being correct to knowing which offenders are a true and present danger you should stand up and cheer to this fact.
But here is the rub according to the Dept of mental health and the many Dr(s) and PhD who in our courts as to give advice to our judges and DA(s) over 80 percent of all sex offenders it has been found that rehab does work.
But when a state mandates life time tracking of all sex offenders it causes most of the general public in thinking that all sex offenders are forever broken.
I myself understand how this could happen but this has and will cause many more misconceptions an myths untill some very important changes are made.
The mandated life time tracking needs to be changed to worded as "UP TO LIFETIME" This will allow for our courts to be more stable yet flexable in its rulings it will also take away the myth that all sex offenders are forever dangerous.
As I stated there is no way whatsoever that the amount of persons in all the databases can ever be properly watched over. It is really very simple make the amount of persons who need to be watched over to an amount that can properly be watched over, is it that hard to understand? We now know that 80 percent are not a danger to the public infact they are termed as being a low profile and a low threat to the genral public make it law that say somthing as these persons after a specfic amount of time such as 10 years after completion of all their requirments(probation requirments) this is about 13 years of being free for most low profile offenders and not having any more arrests or convictions regarding that of a sexual nature allow these persons to take a modified type of the static 99 for persons who have been out of custody for such a long time and you can rest assured that they will come up as low low towards being a danger to the public, allow these persons to be pulled out of the databases and all you will have left is the true and dangerous sex offenders, so when a person feels that a specific persons seems a bit suspicious and checks through the states database you can bet that this person is someone who needs to be watched more closly such as a community watch etc. if not there is over 80 percent chance that this person is not a dangerous sex offender but causes the neighbor to become worried when infact there is really no need to be.
It also allows for a much less needs in funding, programs etc. And it allows for a state not to appear to be soft on crime, being the amount of offenders are now 80 percent less.
My investigation still is in prograss so stay in tune for my next report. remember I am not giving advise as per arm chair speculation I am using proved science throughout my investgation.

Posted by neilbfisher on Jun 25, 2010 04:32 PM

My sex offender comments part 4.
"want to learn somthing? read on!
As one can see by my comments so far, I am not attempting to state facts that are already will known regarding sex offenders. I am giving not well known information found through my investigation that have caused severe misunderstandings and myths as to the general public, and I myself was surprised as to what I have found so far and why. And being my wife worked for the U.S. Dept of justice for over 20 years herself as a numbers cruncher and my daughter who is highly trained herself and teaches abnormal traits, types, and kinds for law enforcement being they have to deal with it everyday. And I have my duel degree in medical/health science and administration of justice and I more or less am able to hear and understand their termonology what my wife and daughter say, and look into other routes of information and can spell it it out in a more laymens terms so everyone can understand.
The information that I am giving comes from the Dept.of justice ,the Dept of mental health, many PhD(s) and Dr.(s)who work within the criminal justice system through our courts and working hand in hand with the county whom I spoke. So please understand that it is "NOT" by what is termed as arm chair spectlication or monday night quaterbacks.
Well so far it appears that being California was the first to start lifetime tracking of sex offenders in 1945 and now has 88,000 persons in the California Sex Offender data base alone and there is at present count just over 1 million sex offenders in the United States.(So after being advised of this fact it should no longer be a surprise that a person with a sex crime in their history may live in your neighborhood.
But as I found out by checking the stats, the majority of all sex offenders were family members, a person living within the same home, a close friend to the family and the victim or a close and known neighbor "NOT BY A STRANGER" this is a myth the true fact is that less than 5 percent of all sex crimes throughout the entire United States were committed by a stranger and less than 1 percent of all sex crimes ended with a death of a victim.
Over 80 percent of all persons being tracked through the states sex offender data bases are what is termed as being low,low threat and low,low profile sex crime. one of these sex crimes in California is a statue 288.A lude and lascivious act upon a person under 14. The laymens term is better understood as bein a wrongful and unlawful Simple touching, feeling, or groping with a sexual intent without the use of any violence, force, injury or threats.
Also it appears that the major majority of these 288.A were a one time offense and the major majority of these occured 10,20, 30 years ago many even longer. We found that most underwent sexual rehab. (according to the Dept. of mental health and the many other professionals working within this field are all saying that for these offenders rehab is working!the major majority of these offenders completed their probation without a violation for another sex crime (another misunderstanding) the ones that did violate the major majority of these were due to not being able to keep up with the very high (up to $10,000 dollars for some)fines and some for not being able to keep up with the rehab payments of $400.00 a month as long as 2 1/2 years. The major majority of these offenders according to some PhD(s)still have and show remorse for what they did even after so many years ago for many. Also it was found through looking through the stats, that the magority of these offenders "WAS" infact under the influence of alcohol and or drugs (some causing lack of sleep for some over a week very dangerous and does infact cause abnormal thoughts and traits)
And the latest exam showing the prediction of an offender to reoffend another sex crime "The Static 99" has proven to be very high in correct prediction of this fact (97.5 percent to 98 percent) and thats not bad at all folks.
But according to some sorces turns out that there was a rude awaking for many, when states started changing the laws and adding new laws (not being able to live a specific destance from a school or park or allowed to travel down specific roads,GPS tracking etc. and the laws regarding the ability for anyone to go upon the internet and look who is in the database. this has caused the majority of these offenders who have a low threat low profile still with remorse but now not able to find proper housing, decent work, and the general public not aware of these offenders are just not what can be termed as a true and present danger and threat to the public are now starting to feel that they have now become the victims and that these offenders don't have a voice to speak for them (seems that to speak out regarding this wrongful situation is under the same spotlight and same reason the law was inacted in the first place as follows;
The Newsmedia puts out one of the tragic but very rare sex cases ending with a death etc. The general public get inraged with passion and then votes in these new laws with the intent for safety of our children, women etc.
But here is the rub, our local, and state governments, and even private sectors live on taxes, funding, special programs, donations and support from persons like you so the last thing they are going to do is to put exceptions in the laws as to be deemed soft on crime soft on the safety of our children. the fact is that these new laws were really never intended towards the non dangerous, non threat, low profile offender who did not use violence in their offense and who do not even have any history of being violent. Also, I must bring to everyones attention it has and is according to offenders we have talked with, causing a very serious situation to the point that many are talking about a very large class action suite against The State of California being the state has made it for the magority of offenders almost impossible to locate proper housing and work some get a motel room but then the public starts pickitting one of very few places they can live and what happens? THEY BECOME HOMELESS!! then what do you all start doing? you scream and cry that the whole reason for tracking the sex offender is to know where they work and live but know they have no job they have no address.
May I make a sugesstion don't put any sanctions whatsoever upon these persons to do so and you are openinging the stats up for a class action law suite that the general public would lose. Get back to the voting table and fix what you broke or you made your bed so sleep in it, you made your own dinner now you eat it.
as I was about to say these non violent, non dangerous, low threat, low proile offenders are going to do the only thing they feel they can and that is to go "underground" now people might say who cares so what their not a threat right?
But here is another rub as per the local and state governments ALL SEX OFFENDERS ARE ALL IN THE SAME BASKET.
This makes the need look bigger to get higher taxes, funding, donations etc. and again the state does not want to "APPEAR" to be soft on crime so there will not be a who cares or no big deal the state will make it a big deal.
First off the laws we made don't work in fact they could even make things more dangerous in the long run, you broke it fix it. Start by changing the wording from lifetime tracking of sex offenders to the wording "up to"lifetime tracking all sexual offenders then put a time limit upon how long the non dangerous, low threat, low profile offender is kept in the system such as 5 10 15 years then start to weed them out this will allow that 80 percent to get proper work and housing and then this will allow for more areas for the true and present dangerous offenders the SVP and pedophiles to be able to get housing in the areas that were once closed to them because a non dangerous, low threat , low profile offender but now the lower has moved to areas they were more or less closed to before and this will open up more areas where the more dangerous offender can now work and be housed. And no one goes underground!
I must state one mor time for the record that there is no real 100 percents not yet anyway there is always going to be dangerous persons as per our children and or wives and daughters. Science and modern day law enforcement is such more advanced than it was back in 1945 when most of the laws were first mandated. back in 1945 they thought that all persons who committed a sex crime was forever broken well,we know that is no longer true for the majority of offenders rehab has been shown to be working. But the true danger that still lies before us.The dangerous sex offenders predator and the pedophill there traits and charactics run long and deep within them and the amount of damage that has caused for such persons to become what they are will be a true and dangerous aspect and these are the persons that we must keep heed to watchover. There is no way at the present time and it will be a long time in coming before we as a people as a nation will have the abilty to watch over number of sex offenders that we have now and the number will just keep getting larger. As I stated we need to start by weeding the ones that we have found to be the very least and with all repect these offenders are the ones who are not going to reoffend there track record proves that.

PEACE BE WITH US ALL.

The most dangerous and largest threat being the SVP (sexual violent predator) Not violent but just as much a danger is the pedophile predator such as you hear regarding the ones on the internet. But we all must keep a very open mind here being yes! a predator or a pedophile of any kind is a sex offender yes BUT! a sex offender does not have to be a predator or a pedophile and over 80 percent are not!

SAD TO SEE THIS GOING ON AFTER ALL FAMILIES HAVE GONE THRU THE WORST WHEN SOMETHING IS DONE TOO THERE KIDS... SAD SAD AND DISAPOINTING TO SEE THE "LAW" CANT EVEN PROVIDE THE RIGHT INFO.

Did you know?
While drugs and alcohol are often involved in sexual assaults, drugs and alcohol do not cause sexual offenses to occur. Rather, drug and alcohol use may be a disinhibitor for the offender, while being under the influence may increase a potential victim's vulnerability.
