and check the Oklahoma DOC website again...Koonce is listed now because he shows he is currently livng in Oklahoma as of Dec 21 2005. If he was not living in Oklahoma at the time, and was listed as being out-of-state, he would not have been listed on the Oklahoma website...

I believe truely not all persons/people convicted as a sex offender are truely a sex offender . Don't get me wrong I believe there is wierd / demented males/females that get a kick out of it (which is very sick and gods punishment will prevail over those individuals) ... I know a person that was wrongfully convicted , due to someone knowing the D.A. and things being twisted , etc .

I guess we all can look at the situation in many different ways , but I feel there should be some loop-holes / ammendments to the laws , if somone (he or she) , by the other party having a choice ( someone that knows the person and knows they would do nothing) Where are our rights? , the state gets to choose ? Why not us the people or person who truely knows the individual , why couldnt they make a request , saying " Yes I know his/her history , I'm taking this chance " If someting was to happen then , it is that own persons fault ..

But if making the right choice , the two could have somewhat a normal life and the children could have both parties there , to help raise , comfort and protect them , I don't even think they thought of the children of someone convicted of a sex crime ... How damaging not only to the parents but to the child that , has no idea why they can't see daddy or mommy and "Why , don't you two live together ?" I am sorry others may disagree with me , but I find it horrible ... I think there should be some ammendments . Also say the offender has a younger minor sibling , they can never see there sister or brother again ...? Wait a minute , thats there own blood!

They can't live near a school ? Within 2000 feet , you know how many schools are everywhere , what we have to run them all to the woods , WHAT THEY NEED TO LIVE IN A TENT somewhere ? I checked , in most cities there is a school practically in every neighborhood ... how the hell , are they suppose to find anywhere in town to live , not to mention daycares? The law is very strange , they can't live near a school , but if the want to further their eduication they can go to one ? HMM, has me stumped .... I dont believe everything I hear , I dont believe everything I see , and defintly don't believe in ruining a persons life for the rest of their life , because some girl or guy said " OH, mommy he /she touched me !" WHEN THAT SOMEONE SHOULD BE PUT ON A LIE DETECTOR TEST AND MADE SURE THEY AREN'T LYING , because if they aren't , YAH punish the criminal , but if they are punish the one who was about to take away , A GOOD PERSONS LIFE , just because the were trying to get even , or play a cruel joke, or jealous , etc... I'm totally for putting away guilty sexual predators but putting someone away w/no history and no proof based on a couple messed up teenager's word - crazy! and scary!Basically if you don't like someone just say they touched you! How sad!

I believe this sex offender registration .is just getting way out of hand. Especially for guys charged with 2 nd degree rape , not knowing the girl was under 16,. they didnt set out to intentionally harm anyone or break the law. How about drug dealers registering. They set out to do the crime Not all alleged sex offenders do.

2 girls now of age (18) are living "their" life in Tulsa, OK while their mother is a registered sexual offender and her boyfriend was charged w/sexual assault and sentenced to life....... based on lies and various stories - where is the justice??? where is the system??? Obviously the truth doesn't prevail - ask anyone who knows these girls - they are, have been and will always be messed up!! Ask anyone who knows the man they accused- he is one of the most wonderful men you could ever know!!! He has so many friends and family holding onto faith and hope that these girls can't live w/themselves til they tell the truth!

I am very angry with myself for what I did. I do feel that there are certain surcomstances in the laws and leagal system that should be considered thow. I had one victom and it was my stepdaughter. It was my only offense against any law in my life I told on my self and I recieved Defered Adjudication. I am off Probation And Have Been For 3 years but I do have to register here in Texas for life. There are positive things such as I have reconsiled with my stepdaughter, my wife stayed married to me hoping that I would get my mind right after counsiling, witch I did, but it shure is hard to go on living when you feel that they would be better off without you and all of the hastle. You know what I mean?
It is very hard for the leagal system too tho. It is scary when you see all the children out there and you want them to be safe but you don't know how to keep them from getting hurt. They can only do the best they can with what they have. Besides us offenders are the ones that did wrong. The law should not be blamed for it.

I do believe that punishment should fit the crime. Our state is in desperate need of a tier system. We have placed all the offenders into one category and as far as I am aware this is the only crime we don't distinguish levels of. It is odd to me that I could be living next door to a murderer who poses more harm to me then most offenders and never know it. A person who exposes themselves should not be treated the same as a person who has raped or vitimized a child. Ultimately, it is not the person who lives next to the schools or daycares who harm our children but rather a person who has traveled a distance to be unrecognized by locals or a relative/friend of the family.

My grandsons father ( I say that loosly) is a child molester. My daughter is now divorced from him, but he still has rights to see his son. Further more he now has twin daughters with his second wife. I'm sure he was ordered not to go around the child he molested again. By the way, this child was his half-sister., This is incest, but the law lets him around his own children. Are they so ignorant to think he won't do it to them? Go figure

Crimes against children are the worse crimes there are. I believe that offenders who do harm upon an innocent CHILD should be punished to the full exent and may god nor anyone have mercy. They didn't when they did it. I really do not believe a predator can be ever change and will always be just that and should not be allowed back into society. I hope one day we decide to protect our children and ensure laws to keep these crimes from happening to our babies but I am happy this web site gives us a glimpse of what offenders we do have around us.

Okiay when I hear about a small child being molested by a grown ass man it tears me up inside. They are innocent and pure and should never be used in such a foul way. I do understand there are different types of sex offenders and maybe they should be put into groups? The ones that bother me the absolute most are the ones that do it to the children that are defensless and cannot fight. As a parent I teach my children about predators and show them this web site as well as others and not to put trust in just anyone. The other day in the paper a 5 year old came up missing 45 min. later - found -she was naked her clothes 2 .5 miles from there. She had to be rushed to the hospital due to injuries consistent that of rape. Where is the justice for a child such as this? Do you condeem the parents because they believed that the child was safe in her own yard? Or make tha bastard that did this crime pay? No not all sex crimes are the same......

i am marrying a register sex offend this next year. everything about his case is shady to me. the way to police handle it how when he got in trouble know knew where is was not even the judge and he was in jail. i have his 4 month old daughter. is it illegal for him to live with her? does a jugde sign a paper ? does a parole officer say its ok or does anyone even say anything. he has a 11% chang of doing it again but i know him so i'm not worryied. so please let me know

Please encourage your Oklahoma politicians to pass legislation concerning Romeo and Juliet laws from the Adam Walsh Child Protection Act, section 111 which states if a "victim" is at least thirteen years of age and "offender" no more then four years age difference and CONSENSUAL these young men/women would not be made to register under the current laws. Its time to clean up the registry and stop filling it with teen consensual sex cases.

I live on the same block as 7 sex offenders in florida and I am not happy about that as a victim of sexual abuse and rapes Im scared to even go out my door or even anwser my door.... I will certainly be moving soon

maggie: offenders are everywhere. You cannot continue to live in fear. Might I suggest you get help with dealing with your past history and educate yourself as much as possible as to your states laws for offenders.

my brother dated a girl who said she was 16.he was 20 but as it turned out she was14 so he found another girlfriend of age so her mom pressed charges against him he is in jail but while in jail the mother let her go out with his best friend of the same age.they broke up and she dated his 20 year old brother but they broke up and the mother pressed charges on him simply because she liked the other brother better!why is she not paying for something she knows is wrong too!

How is it that a man who was convicted in Texas of "Aggravated Sexual Assault on a Child" (age 13), is subject to a registering for life, but then moves to Oklahoma and is only required to register for 10 years?
Diffrent States have diffrent guide lines you must go by.

Have you ever made a mistake so bad, you'd give your left arm to go back in time and change it? Maybe you haven't but i have. I've heard people say, "i wouldn't change a thing about the choices i've made, and i regret nothing." Well, they obviuosly haven't made a choice as bad as mine. 8 years ago, 2 weeks after my 18th b-day, i fooled around with a 13 year old. Biggest mistake of my life. Not only did that effect her and her families life, or mine, but everybody around us. And it'll effect everybody around me for the rest of my life. I would seriously give ANYTHING to go back in time and beat the hell outta myself before i did it. But can't. My only choice now is to TRY to live a normal life. I want to have a wife and kids just like everybody else. I already have custody of my 4 year old son from a previous marriage. Obviously the court system didn't see me as a pedifile or they wouldn't have given me my son! Yet, every time i move, Within a week there's fliers handed around the neighborhood and i get knocks on my door from people wanting to know what's up. Which i'm kinda fine with until I get told to either move out within a month or be "DELT WITH", or my house VANDALISED, or all the tires on my F***IN SLASHED! And all this because i was young and just plain STUPID, a little teeny bopper came on to me and i was drunk enough to say "f**k it" And i probably wouldv'e never been in the situation i am now, if i wouldn't have told on myself, cuz i had a guilty conscience and couldn't keep what i did to myself. I don't THINK like a child molester, i don't ACT like a child molester. And i'm not out to touch your damn kids! Or watch them when they play outside and have dirty thoughts! Or peek in there window while they're changing. I don't THINK like that. I'm a guy who made ONE seriously horrible mistake, and still trying to make everything right, live a normal life, be a good role model to my son, and a good neighbor. But noone will let me! Do you know how it's feels to be tormented for the rest of your life for one bad mistake you made 2 weeks after your 18th b-day??? I DO!! And that's why if I HAD a chance to change the mistakes i made in my life, i would. Anybody who says they wouldn't change ahything, just hasn't done anything BAD enough. --Mike--

Oh, by the way. After i did my time, and got outta jail. I was sitting at a bus stop, she came up behind me, wrapped her arms around me, kissed me on the cheek and said; " i still love you!" Next day, i went and told my P.O what she'd done. So don't give me this CRAP about what I DID TO HER. How SHE'S the victim. Or how i tormented HER and her family. Her family didn't give a damn, and neither did she. I told on myself, remember? Last i heard of her, she was still askin about me. Me and my son are the victims here. Write your congressmen who claim this is not double jeopardy, because it is not punishment. duh. Souinds like you are being repunished to me!
Even though you told on yourself you would think the judge would have been asking her parents questions on why she was out at a party with drinks there, and herself as well. and in your situation yes it was a mistake, but alot of these girls are doing things at such young ages when they reach a certain age, and they are much at fault for their actions, but not for the hormones, we all go through that, but in diffrent ways, we are human, but the State should pay more att: to the People who hurt children, and force them selfs on people, not the ones who are just as much at fault as the other party for having sex. I think the States Ass back wards too me, and I had my son molested a year ago, So everyones intitles to their own op: I guess.
I think your sentence was harsh, and she should have got one two, it did take two, right? And for her too say that too you after you got out, I think that she is sick, and twisted, and you had goton screwd, not only by her, but by the justice system as well.

My son at sixteen had consensual sex with a girl who admitted to police she lied to him about her real age and now due to Oklahoma law he is a registered sex offender for life and on a aggravated charge for the three year age difference. After telling the cops the truth we were told she truly was only 13, but not to worry her parents did not want to press charges. Well unknownst to us the District Attorney had to prosecute due to my son's testimony/statement and he was told he do twenty years unless he took a plea bargain which would require no registration and a deferred so no conviction. He agreed and five minutes before court learned the real truth he register ten years. Now since we moved home to Oklahoma he is a lifer at seventeen. I am amazed at the blatant ignorance of these laws by so many folks and hope those who read this will educate themselves further to realize the registry is full of teen consensual sex relations (Romeo/Juliet) and men who took a pee in the woods etc. I have begun a fight here in Oklahoma and across this country for all our son's being subjected to this nightmare and destruction of their lives by starting a petition asking politicians to enact Romeo/Juliet laws. Patty Wetterling and Mark Lunsford have spoke out and said these cases are romeo and Juliet and to keep the registry accurate for real dangers to our children we must fix it now. How can lawmakers denote using this word for a consensual act? If we are fearful of that teen next door who is on registry, unaware it was consensual as a juvenile, will we forget about the real predator two blocks over? I believe the new law being thrown upon the states by the Feds (revised Adam Walsh) will require minors who have committed sexual offense to register in all 50 states. starting age 14... Thank you Republican Administration.

There are some real problems out there. Kids are being convicted and having to register as sex offenders while real rapists and sleeze bags are not even being charged. Why are they not going after the real sex offenders? A guy date rapes a girl, then stalks, threatens and harasses her and no one would bother with the paperwork to file charges. Incredible!
Is the law enforcement and justice system really that inept? It sure seems so.

Wow! Some of these things happening to the offenders is clearly out of line. However I do see what the Legislature is trying to accomplish and provide to the community as a whole.
This lumping together of all offenders has got to be the focal point. How can we truly indentify case by case who are the real predators, and who are those most likely of recidivism.
Since it is a crap shoot trying to identify the latter Congress has chosen to punish all! Better safe than sorry. But does not the number of Sex Offenders that officers have to update and maintain in the databases take away from what they the officers could be doing if they knew or identified the most dangerous. Well Congess has now made it easier for the dangerous offenders to offend since the less serious, and less dangerous one's are over reporting and taking up the officers precious time they could be using somewhere else.
I could care less if John Smith next door in 1995 was convicted of having sex with a girl under age. If he has done the time the court dealt him why continue to handicap him with his intergration back into society after prison probation, or whatever punishment the court dealt out. And I really don't want to know or consider a Sex Offfender dangerous unless a true analysis of the offenders crime has been evaluated by unbias parties to determine if he or she is dangerous. If this is not done then everyone is dangerous to me.

Jasper: There are many ways to determine if a sex offender is dangerous after incarceration. Too much info. to go into, but rest assured there is testing and interview and history proceedure. However. In most cases, the states dictating the laws, do not desire to develop panels to review the offender's history. Too expensive, they say. Some states have stepped forward. I am beginning to think alot of this registry hubbub is due to neurotic individuals who are pumped with fear from the media. Remember that the recidivisim rate for offenders is the lowest of all crimes. Other crimes (according to the DOJ study 1994) can have 75% recidivism rates. This registry needs to be re examined, but will not as long as it brings $$ to the public safety divisions of our state governments that presently need to balance their budgets. (IMHO)
