FYI: Puerto Rico is NOT like a third world country because PR is NOT a country. It is and has been for over a hundred years an unicorporated territory of the USA just like Washington DC or Guam and IT DOES have a sex offender registry on line. Appearences can be deceiving, because PR is in fact United States 13th largest market and the only place in the US where the population owns 80% of it's property, making the poverty line also deceptive. P.R. has the highest literacy rate in the nation and many more etceteras, but it also has the highest ilegal inmigration rate (and problem) making Puertoricans the most commun victims of identity theft in the USA which makes the population analisys very difficult in the island. The most recent study showed that with 3.9 million people living there and 1.9 million in the work force (with an average household of four, 2 kids and a average per capita of $18,000 / $36,000 household and a spending power of 68 billion) it's unclear as to where is the welfare money being spent or who is getting it. The problem is such, that the local governmente decided to change the birth certificates to avoid further ID theft. I lived there for 11 years and boy was I surprised. Puerto Rico is a very complex society but Puerto Ricans are one thing but the population of Puerto Rico is yet another.
