For sure, there are exceptions to everything. But the good old law enforcement is not willing to make those allowances. Considering that

only 25-30% of actual rapes are even reported, the real sexual deviants

are mostly still out there while the people like you get caught and hung for

it. Unless a violent serial rapist or child molester is convicted, this should

be done on a case by case basis. And unfortunately even just putting the

worst offenders on the list doesn't guarantee safety.

The problem is the list has gotten so large because not everyone on it

should be there. Now you have to decide which ones are really to stay

clear of. Leave it up to the beauracracy to create a mess like this.

You wonder why people who should be on are not, and why people who

shouldn't be are??? It's all about the money people. They don't have

to be accurate or discriminate between child predators and wrongly convicted. They just have to show the numbers that they are complying.

It's not about keeping us safe, it's about getting money for their pet programs.



How this bill will be paid for: The cost would be shared by the Federal Government and the states. The Federal Government would bear the cost of maintaining the national sex offender registry, and the states would bear the cost of supervising high risk offenders upon their release from prison.

To ensure compliance with the bill, the legislation would reduce federal funding for prison construction by 25 percent for those states that did not comply, and would reallocate such funds to states that did comply.

In the past, this funding has been used to help sustain various programs, including community policing and school liaison officers;Drug Abuse

Resistance Education (D.A.R.E.); zero-tolerance drug offender testing; and criminal justice record improvement. ByrneGrant money also contributed to funding personnel and vehicles formulion of jurisdictional drug teams, a money laundering investigative team, the Statewide Information System (STATIS), and Training and Coordinating Effort(TRACE) for narcotics investigation training. In addition, Byrne Grant funding was awarded to county prosecutors for training, equipment, and personnel costs.

That's part of the problem. The law only sees black and white. Either they

can charge someone and get prison time or it's not worth the trouble to

even submit the report. A lot of these people would be better off getting

some sort of therapy to address their behavior. Prison doesn't do any

good for some. It is just punishment and makes real criminals out of them.

The real pedophiles and rapists thrive in prison and come out and do more

harm. The ones who get caught up in the system who were innocent,

set up or got charged with rape for what they thought was consensual

sex will just have their lives ruined by a corrupt system. This is insane.

We need to take back control of our justice system and court system. It

is all out of whack and the prosecutors are at the core of this mess.

Nebraska is not the only state like that. Minnesota is in the same bracket.

The have public officials being convicted of rape and it quickly disappears

from the radar. Their rape and domestic assault record is terrible. They

just don't care. Unless it makes national news where they have to answer

for something....they just keep moving along. The police don't even file

most reports because they don't want to follow through with the case.

If there aren't broken bones or apparent physical scars, they tell you to

go and get some counseling. This is from experience.

The other side of the coin...A 17 year old is date raped by an 18 year old

who got her drunk. She is afraid to tell her parents because they had

tried keep her away from him, they knew he was trouble. a few months later upon advice of a friend she calls two different police depts to try

to come in and make a report of it. They both tell her - no violent rape

here - you were used - go get some counseling. Not even referring her

to a rape agency. She was threatening suicide at this point. Her parents

were clueless, thinking she was depressed from breaking up with him.

A few months later she contacts a rape crisis agency, they tell her it was

rape and go to another police station to fill out a report. While there the

male police officer snickers while she tells her story, says it wasn't a

violent rape and makes it sound like she was guilty of being a minor who

got drunk. The police went out and asked the kid if he raped her, he said

no and that was the end of the report. A month later this kid is threatening

her, stalking her at work and writing on his my space that he has purchased a gun for protection. He has been in a psych ward before for

alcohol and drug problems. Since dating her he was arrested in a domestic

dispute with his new girlfriend, but the charges were dropped. Now he has

another girl pregnant. When she was being stalked and threatened her dad

tried to get a restraining order and was told they would have to wait until

he physically accosted her again. This is how MN deals with rape victims.

PATHETIC. A state where 22 women and 10 children died in 2007 in

domestic homicide cases. This girl has moved out of state for her own

protection. Minnesota won't protect anyone. Last year a State Trooper

pled guilty to 1st degree sexual assault of his 14 year old niece and the

judge gave him 8 months in the workhouse. You won't find his name on

the Sex Offenders list either.

US Congressman Foley was chair of the committee that thouight up alot of this offender punishment and he is being investigated for boy love and now this case. Must be a Karma thing.



Thanks for that info. I did some checking.. you are right. What a hypocrite. Some say this was his way of staying close to legislation so

he could abuse it and not get caught. Hmmmmm.

OK FOR ONE... I DONT WANT TO HEAR ABOUT MINNESOTA BEING SOME SAFE HAVEN... FOR ONE... GO LOOK AT INDIANA'S THE TOWN RICHMOND HAS 10 x'S AS MANY SEX OFFENDERS IN IT THAN ANY TOWN IN MINNESOTA.

Minnesota is very discriminate about who is listed. Many that have been

convicted are not on the site. Minnesota makes its own rules.
